
MISSIONS/SPECIFIC RESPONSABILITIES
Under the line management of chief of operations, the technical field manager (TFM) will be responsible to implement and execute the clearance implementation plan, produce accurate field risk assessments and ensure the quality management and implementation of their project at base level in line with HI project quality framework.
Main responsibilities
- Management :
- Line-manages the project’s team members.
- Sets individual objectives, evaluates individual performance,
- Contributes towards the professional & career development of his/her team members, monitors competences.
- Organizes and leads regular team meetings.
- Assist in the managing of recruitment and selection of new team members.
- Ensures strict application and respect of the programmer’s Internal Regulations and HI policies by the Project Staff
2- Expertise
- Ensure all clearance teams are in full compliance of HI SOPs.
- Daily reporting of all clearance activities to chief of operations.
- Ensure all donor targets are achieved during the project cycle, whilst maintaining all quality and safety standards.
- Have a strong understanding of HMA and specifically manual clearance and IEDD procedures outlined by SOPs.
- Train, mentor and capacity build national and partner staff if/when applicable.
- Conduct clearance and survey operations, as required whilst mentoring clearance teams
- Work closely and in coordination with other HI sectors and ensure sharing of information and data.
- Prepare all relevant reports and documentation in a timely manner, as directed, and in line with HI Project Quality framework practices and tools and in conformity with donors’ requirements.
- Provide timely and detailed data for the programmer output tracker;
- Stay informed and current on new techniques, manuals and devices relating to Humanitarian Mine Action.
- Actively participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL, etc.).
- Follow relevant budgets and ensure budget lines are not exceeded.
- Represent HI in relevant opportunities, including sector coordination and technical working groups if required.
- Develop and maintain strong and positive working relationship with National Mine Action Authorities, mine action organizations and other relevant stakeholders.
- Develop and drive a culture of excellence, continuous improvement and performance optimization across all mine action projects.
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit of HI.
- Actively mainstream gender, inclusion and conflict sensitivity in all mine action activities.

o IMAS EOD 3+ certification |
o IEDD certification from accredited training institution |
Experience (type and amount of experience):

o More than 5 years working experience in the field of HMA with progressive increase in responsibilities and a firm understanding of the implementation of the land release policy o At least 3 years working experience managing teams, particularly in high risk search and clearance environments (Clearance Team leader, Land Release Project Officer, Operations Manager) |
o Previous experience in implementing a land release project o Previous experience working in humanitarian mine action programs in the Middle East |
Language skills(s):
