JOB DESCRIPTION:

The MHPSS Deputy PM, under the supervision and guidance of the MHPSS Project Manager, is responsible for the planning, the direct  implementation and day-to-day management of Terre des hommes JJ project in Baghdad and Anbar governorate. S/he will be responsible for ensuring that Tdh’s Access to Justice interventions and activities conform with national and global guidelines including the Child Protection Minimum Standards. The JJ Deputy PM directly assists and works under the supervision of the PM.

 

S/he will contribute to the effective financial management of project resources.  S/he will be in charge of monitoring and evaluation of the projects in Baghdad/Anbar, and ensure that all reporting requirements are met in a timely, accurate and high-quality manner. The DPM reports directly to the PM, and acts as the line manager of project staff (both fixed term and service-contracted staff). S/he will give technical advice and guidance to the local project staff to ensure the quality of the implementation, as well as the learning and capacity building of each staff member.

 

 

MAIN RESPONSIBILITIES:

Project and Activity Planning and Implementation

Ø  Under the direct supervision and technical guidance of the PM, take primary responsibility for project management, including the development and implementation of detailed work plans, activity plans, monitoring plans (budget and activity), in order to achieve quality and effective implementation of the JJ project.

Ø  Propose, initiative and conduct assessment to identify context-based and appropriate activities for children in contact with the law and the community,  in consultation with relevant partners and authorities.

Ø  Under the guidance of the PM and depending on project or base requirements, plan and ensure the implementation of outreach activities for awareness raising, community mobilisation, capacity-building and/or data collection. Make sure to use participatory approaches and awareness campaigns to maximize the participation of and benefit to children, youth, and other community members.

Ø  Draft financial and narrative reports based on field activities, ensuring compliance with both financial and other Tdh and donor requirements.

Ø  Coordinate with local partners to establish and regularly update service mapping for referrals.

Ø  Contribute extensively to the achievement of project objectives and agreed results in the logical frameworks of all child protection and education projects under implementation.

Ø  Ensure implementation of the activities in line with Child Protection Minimum Standards, INEE EiE minimum standards and relevant national/international standards, Tdh internal policies, codes of conduct, and humanitarian principles.

Ø  Take into full consideration gender, protection, environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. Children Associated with Armed Forces and Armed Groups (CAAFAG), Children with Disabilities (CwD), and Unaccompanied and Separated Children (UASC).

Ø  Follows up on expenditures related to the child protection and education projects, and regularly participate in budget revision exercises.

Ø  Prepare timely purchase requests in line with project needs.

Ø  Identify and share with the PM any technical problems faced, potential risks and proposed solutions. Draft and send weekly reports on main project achievements, challenges and highlights to the PM.

Ø  Ensure quality data collection, appropriate use of child protection, education, case management and outreach databases and provide technical support to the data entry staff.

Ø  Ensure that all staff respect confidentiality and follow Tdh ethical guidelines.

Line Management and Human Resources Management

Ø  Assist with the recruitment of national staff.

Ø  Ensures all team members have a clear understanding of the Tdh project objectives, targets and results in Baghdad/Anbar.

Ø  With guidance from the PM, supervise the national staff by assigning them daily/weekly work activities according to agreed priorities, and support them in order to reach to project objectives.

Ø  Prepare the movement plan and weekly schedule of staff, community-based service providers, teachers. Plan proper utilization of spaces and resources.

Ø  Monitor and provide objective feedback related to the performance of national staff to the PM.

Ø  Support the PM in managing staff, encouraging effective team work and providing supervision and guidance, including regular and constructive feedback.

Ø  Report incidents and difficulties encountered with any Tdh staff or external interlocutors directly to the PM.

Ø  Organise and lead daily/weekly team meetings and provide weekly program update and movement plan.

Ø  Lead performance appraisals with the staff under his/her supervision.

 

Monitoring and Reporting

Ø  Prepare initial drafts of mandatory reports (such as contribution to the SitRep, donor reports, budget reports, etc.). Contribute, under the supervision of the PM, to writing the intermediate and final reports for donors on education and child protection programs.

Ø  Participate in writing articles, taking pictures, creating communication tools for the donor or HQ.

Ø  Draft minutes of meetings and activity reports as required and/or requested.

 

Networking / Coordination

Ø  Under the supervision of the PM, network with local authorities and the community. Represent Tdh externally in a professional manner, and in accordance with his/her competencies.

Ø  At the request of the PM, attend and actively participate in the dedicated clusters and coordination meetings (Education, Child Protection).

Ø  With the PM, maintain good professional relationships with the MOJ, MOLSA, MoE, DoE, UN Agencies & NGOs (national & international), and help prepare and conduct possible donor/media/delegation visits to project sites.

Other duties

 

Ø  Upon request, perform high-quality interpretation and translation from Arabic /English and vice versa.

Ø  Ensure that the security tracking is respected, monitor the security context and situation, and brief and update the PM regularly regarding developments and risks.

Ø  Travel within Iraq and inside KRI, as needed, on mission and for training.  

Ø  Maintain and ensure a culture of strict confidentiality - among Tdh staff and between Tdh staff and non-Tdh employees or beneficiaries.

Ø  Undertake all other duties as assigned by the PM that are compatible with the job.

 

Qualifications & Preferred Skills

Other requirements:

·         Bachelor’s degree in social sciences or similar humanities degree.

·         Minimum of 1 years management-level work experience (ideally in child protection project management) with an NGO or INGO.

·         Fluency in spoken and written Arabic and English.

·         Excellent report writing skills.

·         Team management and leadership skills and proven supervisory skills.

·         Ability to work independently while remaining a strong team player.

·         Willingness to live, adapt and productively work in insecure, unstable and/or harsh environments.

·         Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support in a timely manner to achieve project results.

·         Superior interpersonal communication skills.

·         Competent knowledge of MS Word, Excel and PowerPoint.
