Description

Action Against Hunger is a global humanitarian organisation committed to ending world hunger and recognized as a leader in the fight against malnutrition. Founded in 1979, Action Against Hunger delivers programmes, in over 40 countries while committed to respect humanitarian principles as a non-governmental, non-political, non-religious and, non-profit organisation. Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 Action Against Hunger is looking for an HR Manager based in its office in Erbil.

 Work place: Erbil with frequent visits to ACF areas of interventions.

 Type of contract: Initially 6 months Fixed-Term contract with the possibility of extension.

 Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary grid.

Purpose of the position:   Ensure mission-wide human resource management aligned with ACF guidelines and personnel needs.

 Specific Objectives:

Mission 1: Be the staff-facing representative for the HR Department and support the Finance/HR Head of Department in overall representation of the department across the mission

The HR Manager is responsible for:

  • Together with the HoD providing technical guidance to teams on staff structures and grading needed to achieve ongoing or expected (under program development) programming
  • Developing and maintaining a network of HR equivalent counterparts across organizations in Iraq to exchange on HR issues
  • Building network and peer exchange groups with partner HRs to facilitate regular and structured capacity sharing
  • Evaluating team dynamics, identifying to the HoD opportunities to strengthen work relationships, application of policy and ways of working
  • Building a network of other HR representatives across ACF missions and other organizations in Iraq to gain learnings and insights into best practices, including policy opportunities
  • Empowering and coordinating base-level staff representatives to raise concerns, including potential policy issues, to the Senior Management Team
  • Maintaining regular contact with the Regional Technical Advisor for HR in HQ to facilitate information-sharing between coordination and HQ teams
  • Coordinating closely across support and programs teams at base and coordination level to smooth communications, facilitate healthy working relationships and the relevance of HR to evolving needs across departments
  • Supporting the HoD in monitoring and analyzing HR indicators for the mission to evaluate mission health and opportunities for improvement

 

Mission 2: Support mission’s application, understanding of and compliance to key organizational policies

The HR Manager is responsible for:

  • Staying up-to-date on all ACF HR global policies, including but not limited to internal regulations, convention on social benefits, HR Codes of Conduct, Safeguarding, Child Protection, Anti-Modern Slavery and ACF Charter policies
  • Staying up-to-date with relevant local legislation which can facilitate or limit policy application including but not limited to labour, social security and tax law
  • Identifying emerging needs and gaps in policies, as well as mission-level policy opportunities (i.e. internships, updated labour market assessments), flagging opportunities to the HoD to support in policy-drafting
  • Identifying procedures to apply ACF regulations (internal regulations and convention on social benefits) adapted to the local context of the mission and local legislation
  • Providing induction trainings to all new staff on ACF policies, providing annual refreshers and getting staff signatures of these policies / trainings
  • Act as the mission Safeguarding Focal Point, coordinating inputs from base-level safeguarding champions and working with the mission Safeguarding Working Group (CD, MEAL, Accountability and HR) to ensure full deployment of global safeguarding policy, risk reduction and as needed investigations
  • Support the HoD in launching HR investigations where needed to evaluate breeches of ACF policy

 

Mission 3: Lead staff recruitment, contract management and retention efforts aligned with mission planning

The HR Manager is responsible for:

  • Implementing fair and transparent procedures for recruitment, access to training, promotion and internal mobility, in accordance with legal requirements and ACF guidelines and technical guidance from the HoD
  • Identifying and utilizing standard and creative means in the search for appropriate candidates for vacant posts
  • Following up with managers to ensure that all mission staff have appraisals on file completed on time and in a fair manner, reflecting performance
  • Supporting the HoD in consolidating inputs from appraisals to build a mission capacity building / training plan including budget priorities
  • Registering all current and new staff for ACF’s online training platform and flagging relevant training programmes to staff
  • Overseeing day-to-day implementation of administrative and payroll procedures which conform to social legislation and with ACF and its funding bodies’ guidelines
  • Support mission and HoD with risk analysis ensuring mission conformity with the contractual obligations of ACF vis-à-vis its employees
  • Updating organisational charts, ensuring alignment with HoD agreed financial planning and ACF classification grids
  • Overseeing application of remuneration systems, identifying updates needed to ensure they remain fair and consistent with the cost of living for local employees
  • Follow up to ensure that all local employees are covered by health care

 

Mission 4: Provide Human Resources management and technical coordination across bases

The HR Manager is responsible for:

  • Day-to-day management of their staff (guidance, follow-up, motivation…)
  • Evaluating the performance and developing the skills of his/her team members
  • Together with the HoD, providing technical support and guidance to base HR teams
  • Updating base teams on key HR and policy developments from coordination / HQ and facilitating strong information-sharing approaches.

 

 

Qualifications & Preferred Skills

Recruitment Criteria:

Qualification/Degree:

Bachelor’s Degree minimum required with specialization in HR preferred or Professional Training/Certificate in Human Resources

Professional Experience

Minimum of 3 – 5 years of experience in Human Resources preferably in a similiar context with INGOs, experience in Recruitment, Administrative Employee Follow Up, Training and Career Follow Up & Development, Payroll, Iraqi Labour Law.

Technical/Specialized Skills

- Demonstrated experience on management and capacity building

-  He/she shall have a very good knowledge of HR procedures

-  Experience working on HRMS including Homere

-  Understanding of Compensation and Benefits policies

General Skills

 

Professionalism – Good organizational Skills – Very Good Communication and Mentoring/Training Skills -  Very High Sense of Confidentiality 

Language Skills

Written and Spoken English : Mandatory

Written and/or Spoken Arabic: Considered an Asset

IT Skills

Good command of MS office (Word, Excel, Outlook) and social media platforms (Twitter, Facebook, Instagram)
