
Overview
Un Ponte Per (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un Ponte Per started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through humanitarian and development programs, always supporting the local civil society. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels.
The project ‘Improve Community Resilience to Prevent Violent Extremism’ aims at training local leaders in five governorates / six (sub-)districts in central Iraq including the Tal Afar district in the Ninewa governorate to facilitate the return of people who were affiliated with extremism. The spates of violence that many communities endured in the past decades and the current fragilities in the socio-economic and political tissues make this a delicate task. Once local leaders - grouped around local government and administration and then around community and religious leaders – are selected and trained, they will be encouraged to engage in activities that promote social cohesion and facilitate the return of people who were affiliated to extremism. Since the project has a duration of just six months, it will be challenging to get all activities off the ground and to obtain tangible results.
UPP is interested in hiring an experienced Field Coordinator who will be working in Tal Afar to manage the activities in the field. S/he will be working under direct supervision of project manager and report to him.
The Field Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures.
Responsibilities
- Maintain relations with local authorities and assure that activities of the project can take place through agreements on access and through good relations with actors in security management.
- Maintain relations with civil society and peacebuilding actors in the district and accompany them in building capacities, sharing knowledge and becoming active on welcoming returnees
- Provide guidance in preparing profiles on local circumstances in the Tal Afar district on the history of marginalisation, conflict, cohabitation and extremism and to identify actors for peacebuilding and reintegration;
- assure together with the PM and the MFC that activities are implemented in optimal circumstances and with appropriate quality standards;
- work together with the PM and the M&E officer to assure that information on result indicators is properly collected and analysed;
- work together with the PM and the communication officer to finalise a communication plan for the project, to assure its proper implementation and to put in place safeguards against risks;
- support the PM and the team in the preparation of reports.
Education:
- Masters or Bachelor Degree in Administration or related field
Experience:
- At least 3 years’ previous field experience in NGO, ideally in a similar role.
- Minimum of one year of previous experience in an NGO in managerial position.
- Computer literacy skills, including ability to operate Microsoft Word, Excel, Project & database Management software.
- Strong autonomy and coordination skills.
- Multitasking skills.
Knowledge:
- Substantial knowledge regarding the program management on field level.
- Substantial knowledge of standard logistics procedures and practices required
- Good understanding of financial and HR procedures required
- Excellent communication and representative skills (written, oral, cross-cultural)
- Ability to multitask and deal with stressful situations.
- Ability to adapt within the working environment.
- Ability to work in a team setting.
- Ability to travel to the project sites and stay overnight if needed.
Languages:
- Required excellent oral and written Kurdish, Arabic and English
