Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict- affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.

 

Program Summary

The  Enhancing Education for a New Generation prgram is a three-year program funded by Education Cannot Wait’s Multi-Year Resilience Programs (MYRP), where Mercy Corps will lead a consortium of two international NGOs (Mercy Corps and Save the Children) and two Iraqi NGOs (Public Aid Organization and Iraqi Alliance of Disability Organization). The aim of the consortium is to work through community structures to increase access to, and retention in, quality education and enhance protective and safe learning environments for all children. The target population for this program will be supported through an integrated mechanism that ensures safe access to inclusive education for pre-primary, primary, and secondary level learners, with the provision of inclusive and gender responsive teaching and learning materials, capable and skilled teachers, and by establishing enhanced community-based and institutional system efficiency in school governance, education continuity and quality.

 

The consortium partners are geographically spread in response to different needs, considering their specialized expertise and interventions. The program activities will be implemented in four governorates: Al-Sulaymaniyah, Dohuk, Kirkuk and Ninewa.

 

General Position Summary

The Engineer will collaborate closely with the Consortium Manager to design, implement, and oversee sustainable and innovative greening projects in schools. These projects will prioritize water conservation techniques, the use of native plant species, and environmentally sustainable practices. The Engineer will work to ensure selected sites in Duhok, Kirkuk, and Sulaymaniyah are feasible, cost-effective, and aligned with long-term sustainability goals.

A key part of the role will involve fostering strong partnerships with the Ministry of Education and local NGOs to ensure successful project delivery. The Engineer will primarily oversee construction and quality assurance, while also conducting technical assessments as needed. All designs and implementations must comply with international engineering standards and governmental regulations.

Additionally, the Engineer will support the administrative aspects of the MYRP program in Erbil, ensuring that all activities align with the program’s broader objectives to enhance educational environments and address environmental and climate change challenges.

Qualifications & Preferred Skills

Essential Responsibilities

 

  1. Design and Implementation
    1. Conduct technical assessments of proposed greening sites, focusing on water conservation, native plant species, and sustainable practices.
    2. Develop detailed Bills of Quantity (BoQ), Scopes of Work (SoW), and technical specifications for greening and infrastructure projects.
    3. Oversee construction and quality assurance for all greening projects to ensure adherence to international engineering standards and government regulations.
  2. Coordination and Partnerships
    1. Collaborate with the Ministry of Education and local NGOs to facilitate and coordinate project activities.
    2. Engage with Mercy Corps’ Global PaQ Unit for technical input and to ensure compliance with international and national standards.
  3. Monitoring and Reporting
    1. Conduct regular site visits to monitor progress and provide technical support.
    2. Prepare and submit monthly and semi-annual progress reports to the Consortium Manager.
    3. Document program success stories, challenges, and lessons learned to contribute to donor reporting and program visibility.

 

 

 

  1. Capacity Building
    1. Provide technical training and capacity-building support to local partners and staff from related directorates.
    2. Develop context-appropriate operation and maintenance strategies for greening and infrastructure projects.
  2. Program Administration
    1. Maintain understanding of the program’s budget and forecasting in coordination with the consortium Manager and Finance team.
    2. Support procurement processes, including tendering, contract development, and tracking of infrastructure-related purchases.
  3. Compliance and Security
    1. Abide by all security protocols and ensure program activities are conducted within Mercy Corps’ operational guidelines.
    2. Ensure projects align with environmental, climate change, and sustainability objectives of the MYRP program.
  4. Stakeholder Engagement
    1. Maintain strong communication with local authorities, community members, and contractors to ensure smooth implementation.
    2. Attend relevant project meetings and training sessions to stay updated on program developments.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically toward partners, participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 

Minimum Qualification and Transferable Skills

  • Bachelors in Engineering and strong understanding of water conservation techniques is a requirement
  • At least 2 years of work experience with an INGO/local NGO in engineering or management positions
  • At least 5 years of experience in managing or supervising structural engineering projects.
  • Fluent in Arabic and English, Kurdish is a plus.
  • Good report writing skills.
  • Well experienced in structural engineering software for design and analysis
  • Must be professional in AutoCAD and at least the basics of MATLAB
  • Well experienced in developing professional BoQs for infrastructure projects
  • Prior skills in leading workshops and trainings
  • Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities, and partners in complex environments.
  • Computer skills – Word/Excel is a must.
  • Ability to work and interact with a diverse staff from different ethnicities and backgrounds
  • Ability to conduct oneself with sensitivity and respect toward others
  • Excellent interpersonal and communication skills with ability to achieve cooperation and agreement amongst diverse groups with competing priorities

 

Success Factors

The successful Engineer will have the ability to fully understand the donor requirements with regards to implementing infrastructure projects and can easily deliver all the required information to the team and to the stakeholders. S/he should be able to work closely with a diverse team of individuals in a highly fluid work and security environment with a capacity to spark innovative and gender transformative approaches and inspire groups to collaborate closely to implement high-quality programming. S/he will foster a positive, open culture of growth, innovation and collective problem solving.
