Purpose/objective of the position:
The Education Manager position is aimed at ensuring education technical expertise for a sound implementation of the education linked components, regardless their source of funds.
The Education Manager will lead, coordinate and support the implementation of education-related activities of the INTERSOS projects and in particular on the all education-components linked activities (catch up classes, tutoring classes, capacity building for PTAs and school staff/personnel, recreational and sport activities for enrolled students, FGDs, awareness and sensitization campaigns) ensuring timely and quality delivery of the targets set as per approved project proposal.
S/he will guarantee the overall supervision of the project team involved in education-related activities and the economic and financial administration of the projects’ objectives and results. S/he will also oversee the capacitation of staff and actively provide proper capacity building to all education staff (staff from directly managed projects and upon request also to other INTERSOS staff). S/he will ensure that training and capacity building needs of field education staff are timely addressed and that the education services and activities meet quality standards in the sector.
The position will spend 100% of the time in Sulaymaniyah, supervising projects implemented at field level.
Reporting lines:
The Education Manager will report to the Program Manager for implementation of the education project activities (line manager). S/he will report to the Education Coordinator for all technical related matters of the education component.
Generic Duties:
- Ensuring timely implementation of education activities in line with proposal targets, budget and work-plan;
- Guaranteeing implementation of program activities in compliance with the program strategy as well as INTERSOS and donor guidelines;
- Undertaking regular field visits to provide technical guidance and supervision as well as conduct regular monitoring on the progress of Education activities;
- Periodically updating the context specific Education situation analysis and informing/discussing with relevant colleagues accordingly;
- Working closely and proactively engage with relevant colleagues in ensuring the integration of Protection Mainstreaming principles into Education activities;
- Undertaking technical assessments of education needs and gaps in anticipation of potential changes in the education strategy and implementation;
- Supporting the development, implementation and evaluation of the Education Mission strategy and Education programs in reference to the Education sector, providing technical inputs and recommendations for new and ongoing interventions;
- Leading and supporting the development of new project proposals (technical and financial);
- Ensuring that all activities are designed and implemented in light of a community-based approach;
- Implementing a Capacity Building Program, with clear timelines, steps to be undertaken and goals to be reached to capacitate Education staff;
- Facilitating the creation of an enabling and productive working environment through internal communication and coordination at field level and between field and Erbil;
- Maintaining and supporting positive team communication and dynamics by organizing regular project management meetings, team debriefing meetings, maintaining strict collaboration with support departments and technical specialists;
- Ensuring that the project staff respect INTERSOS rules and regulations, and adhere to INTERSOS Fundamental Charter Values and Code of Ethics.
Specific Duties:
Planning, implementation and monitoring of the project’s activities including financial planning, procurement tracking and administrative compliance
- Prepare, manage and regularly update the project activities work plan and related financial plan in close coordination with the Program Manager, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines.
- Coordinating with logistics, administration and finance staff for funding and support of operations ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures;
- Supervising the use and keep updated records of the project resources;
- Maintaining updated data on achievements through different off-line and on-line tools and platforms, as requested by Program Manager and Education Coordinator;
- Supervise the implementation of education activities with the support of the Education Team and in coordination with the Program Manager and the Education Coordinator;
- Ensure adherence of education assistance activities to the relevant SOPs with the support of the Education Team;
- Review weekly and monthly planning of education activities prepared by the Education Team;
- Prepare and monitor the PR requests and weekly Liquidity Plans;
- Oversee the education platform and database to ensure timely updated inputs and adherence to SOPs;
- Undertaking field visits to the project locations to continuously monitor the progress and the quality of the implementation of the project activities;
- Maintain an organised schedule, timely response to requests by donor and management done in person or by e-mail, address requests according to set deadlines;
- Continuously assess, analyze and evaluate the impact of the project activities and the needs of the targeted populations in the project areas, periodically update the situation analysis and inform the Program Manager accordingly;
- Ensuring an appropriate filing system for Education program related documentation is in place for project compliance and donor audits;
- Ensuring lessons learnt are documented and best practices are capitalized, while providing relevant feedback for new program development;
- Develop and/or review (monthly) reports for local authorities (DoE and related departments).
Monitoring and Reporting:
- Ensuring staff capacity building in the use of the INTERSOS Management Platform (IMP);
- Revising technical reports prepared and compiled by the Education Team to be sent to the MEAL Department and/or to the Program Manager;
- Preparing narrative activity and donor reports with reference to the project’s component for Education, according to INTERSOS and donor requirements;
- Collaborate with the MEAL Department in order to ensure quality standards of implementation and collect/process feedback and complaints from beneficiaries;
- Contribute to quality reporting through education monitoring trends analysis;
Coordination and representation:
- Conducting regular meetings with donor representatives and facilitate field visits as needed;
- Establishing and maintaining regular and collaborative relations with relevant stakeholders (partners, donors, other organizations, local authorities - including DoE in Sulaymaniyah - and institutions);
- Contributing in setting programming strategies for INTERSOS Iraq with reference to the Education sector;
- Proactively participate and represent INTERSOS in relevant working groups and relevant inter-sectorial coordination meetings at field level to contribute in the development of guidelines, standards, tools and strategies at the regional level;
- Proactively engage in bi-lateral meetings with other INGOs and NGOs active in relevant geographical areas to avoid duplication, ensure coordination and referral and work for complementary efforts;
- Facilitating field visits by donor missions.
Human resources:
- Lead recruitment and selection of Education staff;
- Coordinating and supervising Education staff and evaluating their performances;
Training Education staff on Education related concepts and issues, the guiding principles underlying the response approach and ensure that national staff has access to external trainings, including protection mainstreaming and referrals
Person Specifications:
Education:
- University Degree in Education, Arts and social sciences, language and literature, humanitarian crisis or equivalent.
- Master Degree in a related field is an asset.
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Three to five years of work experience in the Education sector;
- Demonstrated ability to work within a humanitarian context (experience with Refugees and IDPs is an asset);
- Previous experience in direct implementation of education project activities;
- Very good understanding of protection mainstreaming and international humanitarian principles;
- Computer literacy (Word, Excel, PowerPoint);
- Excellent analytical and reporting skills to donor agencies;
- At least one year of experience managing staff;
- Experience in managing education projects (budget, procurement, logistic, HR) is an advantage;
- Experience in development of data collection and management tools is an asset.
