Main purpose of the job:
Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infra-structure and vehicles in optimal running conditions
Accountabilities:
- Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
- Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
- Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded.
- Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
- Performing maintenance of logistics equipment for cold chain, energy, IT and communications means, in particular:
- Inventories and the reallocation of equipment.
- Renewing the authorization to use communication material with local authorities if requires.
- Checking the quality of the work carried out on generators and electrical installations.
- Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
- Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
- Participating in trainings at the request of the line manager

MSFCH Context Specific Accountabilities of the position:
- Transporting MSF personnel and material ensuring their safety
- Supervising the team of drivers under his responsibility and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and MSF instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers' work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook
- Ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control.
- Reporting any problems with the vehicles (mechanical, accidents...) to the line manager / technical referent as well as preparing monthly reports on services, spare parts, consumption, etc. of each vehicle
- Ensuring maintenance on the fleet of vehicles to be in perfect working order and that cars are serviced at the desired time to ensure good use of it and be able to deliver services
- Looking after all equipment related to vehicles and driver. Ensuring the proper use of vehicles tracking system, according to MSF protocols and procedures in place
- Ensure follow-up with clearing agents for road cargos and in-country orders and support on the reception and dispatch of shipments.
- Support and follow the transport of cargos from Dohuk to Mosul, Erbil to Dohuk and vice versa and process the NOC at DHK JCC and authorities level.
- Support admin in annual medical warehouse registration and renewal follow up.
- Main security focal point for DHK support base, ensure the security & movement briefings for expats visiting Dohuk base.
- Being responsible for coffee-break & stationery & office local purchase according to MSF supply standard.

Specific requirements for the role:
Education: |
- Desirable: Bachelor’s Degree Technical College or University in one of the following fields: - Logistics or Supply Chain Management - Mechanical or Electrical Engineering Facility Management - Civil Engineering (for infrastructure-related tasks) - Diploma in one of the following fields: o Technical Institute: Department of Mechanics or Electrical Engineering (for vehicle and facilities maintenance) o Logistics Management or Business Administration (if available) - Desirable: training or certificate in procurement and supply chain. |
Experience: |
- Minimum 2 years previous experience as a Logistics/Supply Officer or similar assignment - Previous experience in team management for at least 2 years - Preferably relevant work experience with MSF or other International NGOs |
Languages: |
- Essential: Fluency in English (B1 is minimum required), Kurdish, and Arabic.

- Essential good knowledge of the area of work (Kurdistan region and Ninewa) - Essential knowledge of basics in Supply chain /procurement - Essential knowledge of basic mechanics (Basic service of the vehicles) - Computer skills desirable,
