لاختيار مقدم خدمات سيارات الأجرة (Taxi)

1. الخلفية

منظمة ارض البشر هي منظمة سويسرية غير حكومية رائدة في مجال إغاثة الأطفال (المنظمات غير الحكومية) تعمل في 35 دولة في العالم لتوفير الحماية والصحة والوصول إلى خدمات العدالة للأطفال والشباب والأسر الأكثر ضعفًا. بدأت منظمة أرض الإنسان عملياتها في العراق في ديسمبر 2014 ، استجابةً لاحتياجات الأطفال والشباب الذين تتراوح أعمارهم بين 9 - 22 عامًا ، والمتضررين من أزمة 2014 -2017 الناجمة عن الصراع. تعمل منظمة أرض البشر حاليًا في مناطق داخل4    محافظات (كركوك ونينوى وبغداد وصلاح الدين) ، حيث تقدم المساعدة الإنسانية والإنمائية في قطاعات حماية الطفل وقضاء الأحداث والتعليم والمياه والصرف الصحي والنظافة الصحية من خلال نهج NEXUS. 

2. الهدف

اختيار شركة مرخصة ومؤهلة تقدم خدمات سيارات الأجرة بشكل موثوق وآمن وفعّال في أربيل وبغداد، مع القدرة على تقديم خدمة الدفع عبر البطاقة الائتمانية أو النظام الإلكتروني والحفاظ على سجلات دقيقة للفوترة والتقارير.

3. نطاق الخدمات

ستكون الشركة المختارة مسؤولة عن:

• توفير خدمات سيارات الأجرة حسب الطلب داخل أربيل وبغداد.
• ضمان توفر الخدمة على مدار الساعة أو خلال ساعات يتم الاتفاق عليها مع المنظمة.
• التأكد من أن جميع السائقين يحملون رخص قيادة سارية ويتبعون قوانين المرور المحلية.
• قبول الدفع الإلكتروني أو عن طريق البطاقة الائتمانية (ويُفضل عدم استخدام النقد).
• تقديم فواتير شهرية تتضمن سجلات مفصلة لجميع الرحلات، مع تواريخ وأوقات الانطلاق والوصول والمواقع وأسماء الركاب (عند الحاجة).
• ضمان نظافة وصيانة المركبات وأن تكون مكيفة ومؤمنة.

4. معايير الأهلية

يجب أن تستوفي الشركات المهتمة المعايير التالية كحد أدنى:

• أن تكون شركة نقل رسمية ومرخصة داخل العراق.
• أن تكون لديها عمليات نشطة في كل من أربيل وبغداد.
• القدرة المثبتة على قبول أنظمة الدفع الإلكتروني أو الدفع عن طريق البطاقة.
• القدرة على تقديم الفواتير الشهرية وتقارير الاستخدام.
• خبرة لا تقل عن 3 سنوات في تقديم خدمات النقل أو سيارات الأجرة.
• تقديم توصيات إيجابية من عميلين (2) مؤسسيين على الأقل.

5. معايير التقييم

سيتم تقييم العروض المقدمة بناءً على المعايير التالية:

• مدى استيفاء معايير الأهلية.
• تغطية العمليات وتوفر الخدمة.
• هيكل التسعير ومدى الجدوى المالية.
• جودة وصيانة الأسطول.
• مرونة نظام الدفع ونظام الفوترة.
• التوصيات والأداء السابق.

6. المخرجات المتوقعة

• توقيع اتفاقية إطارية (عند منح العقد).
• تقديم فواتير وتقارير شهرية مفصلة.
• نظام للتعامل مع الشكاوى والملاحظات حول جودة الخدمة.

7. مدة العقد

تكون الاتفاقية الإطارية سارية لمدة 12 شهرًا ابتدائية، مع إمكانية التمديد حسب الأداء واحتياجات المنظمة.

8. متطلبات التقديم

يجب على الشركات المهتمة تقديم:

• الملف التعريفي للشركة والمستندات الرسمية.
• تفاصيل المواقع التشغيلية والأسطول المتاح.
• قائمة الأسعار.
• توصيات من عملاء حاليين أو سابقين.

9. الموعد النهائي ومعلومات الاتصال

Selection of Taxi Transportation Service Provider

1. Background

Terre des Hommes (Tdh) is a leading Swiss child relief Non- Governmental Organization (NGO) working across 35 countries in the world providing protection, health, and access to justice services for the most vulnerable children, youth, and families. Tdh started its operations in Iraq in December 2014, responding to needs of children and youth between the age group of 9-22 years, affected by the conflict -driven crisis of 2014-2017. Tdh is currently working in districts within 4 governorates (Kirkuk, Ninewa, Baghdad & Salah al-Din), providing humanitarian and development assistance in the sectors of child protection, juvenile justice, education, and WASH through a NEXUS approach.

2. Objective

To select a qualified and officially licensed taxi service company that can provide reliable, safe, and efficient transportation services in Erbil and Baghdad, with the ability to support credit-based payment and maintain clear records for reporting and invoicing purposes.

3. Scope of Services

The selected service provider will be responsible for:

• Providing on-demand taxi services within Erbil and Baghdad.
• Ensuring availability of transportation services 24/7 or during specified hours agreed with the organization.
• Ensuring all drivers are licensed, professional, and comply with local traffic laws.
• Accepting credit or electronic payment systems (no cash transactions preferred).
• Issuing monthly invoices with detailed ride logs, time, location, and passenger information (when applicable).
• Ensuring vehicles are clean, well-maintained, air-conditioned, and insured.

4. Eligibility Criteria

Interested companies must meet the following minimum requirements:

• Officially registered and licensed taxi company in Iraq.
• Operational presence in both Erbil and Baghdad.
• Proven ability to accept electronic or credit card payments.
• Ability to provide monthly billing and reporting.
• Minimum of 3 years of professional taxi or transportation service experience.
• Positive references from at least two recent corporate clients.

5. Evaluation Criteria

Proposals will be evaluated based on the following:

• Compliance with eligibility criteria.
• Operational coverage and availability.
• Pricing structure and cost-effectiveness.
• Quality and condition of fleet.
• Payment flexibility and invoicing system.
• References and past performance.

6. Deliverables

• Signed framework agreement (upon award).
• Monthly invoices and ride reports.
• Complaint response system for any service issues.

7. Contract Duration

The framework agreement will be valid for an initial period of 12 months, with the possibility of extension based on performance and organizational needs.

8. Submission Requirements

Interested companies must submit:

• Company profile and registration documents.
• Details of operational locations and fleet.
• Description of payment system.
• Pricing sheet for services.
• References from past or current clients.
