TENDER FOR THE PROPOSED All-Inclusive Driver with VEHICLE RENTAL

Presentation of the project/mission and the organization:

Terre des hommes (Tdh), a humanitarian aid organization, is operative in 34 countries with a range of healthcare and child protection programs, both in development and emergency contexts.  Tdh has been present in Iraq since 2014, first conducting emergency non-food items distribution to displaced persons in Dohuk district. Now, 10 years later, Tdh is present in across three governorates (Anbar, Baghdad, and Ninewa). Currently, Tdh is implementing activities in Iraq with the support of a number of international aid agencies. Tdh strives to operate in the hardest to reach area. Tdh’s interventions ensures sustainability through quality programming, support to community-based mechanisms and innovative response to the needs of the most vulnerable groups.

 Targets of this tender:

In order to sign a Framework Contract to cover our transportation needs in Iraq, tenders Sent Via Emails are invited from eligible bidders, who must be currently registered with the in the Iraq GOV – Ministry of Transportation and/or Trade.

Standard for admission:

Interested bidders should note that only those who meet the criteria indicated below as a minimum supported by relevant documents at submission will be give tender document.

1.     valid registrations with Ministry of Transportation and/or Trade.

2.     having sound financial standings and access to business bank account.

3.     Tax compliance certificate.

1. Proof of works of similar magnitude and complexity undertaken in the last five years.
2. Confidential business questionnaire.

the causes of non-responsive offers:

Tenders from the following tenderers shall be treated as NON-RESPONSIVE and therefore subject to automatic disqualification:

a)    A tender from a tenderer whose ongoing project(s) is/are behind schedule and without any approved extension of time.

b)    A tender from a tenderer who has been served with a default notice on ongoing project(s) or terminated in a government contract/ NGO contract.

c)     A tender from a tenderer with ongoing projects exceeding four(4) in number, regardless of the total value of the outstanding works.

specific clauses and response process:

Tdh is allowed to attribute the overall All-Inclusive Driver with Vehicle Rental to a single contractor or several, dividing the works per lot, whichever is considered more efficient for Tdh.

The tender submission to be before the tender closing date: (16 MAY 2025 at 23:30 Iraqi time).  

Submitted tender documents shall be opened soon after the above stated closing date and time in the Coordination office in Erbil and in. Late bids shall not be accepted or opened.

Prices quoted must remain valid for a period of one hundred and twenty (120) days from the opening date of tenders. Tdh reserves the right to reject the tender of all the tenders without giving reasons for the rejection and does not bind itself to accept the lowest or any tender.
