International Medical Corps (IMC), international humanitarian organization is seeking qualified companies who are licensed to legally conduct Cash facilitation services / cash transfer services in Iraq and Northeast Syria, to submit their Expression of Interest to all the following services in the listed locations.

1. Delivery of cash to our field offices in Iraq (Bagdad, Erbil, Dohuk),
2. Delivery of cash to our field offices in Northeast Syria (Raqqa, Kobane Area, Deir er Zour, Hassakeh),
3. Payment of allowances / salaries to our field-based staff, and
4. Payment of cash to IMC vendors.

Companies should submit their Expression of Interest, in English language, supported with a capacity statement outlining experience in delivering of said services.

Please include the following information:

1. Official Company registration documents accompanied with English translations.
2. Tax Compliance valid for the year 2025.
3. Copy of passport/ID of company owner(s). 
4. List of References and their Contacts (Should be not older than 2022)
5. Valid License for Cash Distribution, from Central bank

International Medical Corps’ main selection criteria is based on best value for money, the bid will be evaluated using a weighted average scoring of the following factors.

• Price (Average per area i.e. Dohuk, NES and Erbil).
• Area covered. (Area Coverage i.e. Dohuk, NES, Erbil, And Baghdad)
• Quality of Service: Will be based on the rating received from the reference’s responses to Questionnaire.

Description of Services

Objective / purpose

The purpose of this expression of interest /call for proposal is to establish and subsequently implement a reliable system that guarantees the provision of Cash facilitation services / cash transfer services i.e.

1. Delivery of cash to our field offices in Iraq (Bagdad, Erbil, Dohuk)
2. Delivery of cash to our field offices in Northeast Syria (Raqqa, Kobane Area, Deir Ar Ezzour, Hassakeh)
3. Payment of allowances, incentives, and salaries to our field-based staff, and
4. Payment of cash to IMC vendors.

This contract for Cash facilitation services / cash transfer services will be performed on a pre-financing basis. IMC will approve and settle invoice requests from contractors within 3-10 days of cash transfer so that the contractor can pre-finance the next cash request and be able to respond to subsequent cash transfer requests.

International Medical Corps requires the arrangement of Cash facilitation services / cash transfer services package for Iraq (Bagdad, Erbil, Dohuk, Tikrit, Anbar) and Northeast Syria (Raqqa, Kobane Area, Deir Zour, Hassakeh).

The services required include the following:

IMC shall request and receive cash deliveries / request cash transfer services to field staff / vendors in U.S. Dollars. The selected company should be able to:

1. Agree to transfer and distribute funds within 48 hours of a request. Any delays in the delivery of funds will be communicated to IMC immediately.
2. Make Fast Mass Payments – Be able to deliver $1000 – $500,000; payments in U.S. Dollars on-demand in a single or multiple requests.
3. Retain total control of IMC’s experience and needs.
4. International Medical Corps has the right to inspect and check all delivered cash as required in the Contract, to the extent practicable, at all distribution locations and times, including checking the denominations.
1. Color shifting Ink, Raised Printing, Blurry Borders, Printing or Text, Threads, Watermark, Security Thread, Security Ribbon (On New $100 notes only), Serial Numbers corresponding to Printing Year/Series before acceptance.
2. IMC shall perform reviews of documentation that will not delay the cash facilitator in requesting reimbursement.
