Background:

Première Urgence Internationale (PUI) has implemented integrated, multisectoral interventions in Baghdad's Al-Latifiyah Informal Settlement and Abu Ghraib to address critical needs in areas severely impacted by displacement and climate change. In Al-Latifiyah, PUI carried out a phased approach targeting shelter, WASH, health (including Mental Health and Psychosocial Support - MHPSS), and education. The project addressed immediate humanitarian needs while building long-term resilience by rehabilitating damaged infrastructure and engaging local actors for sustainability. In Abu Ghraib, PUI focused on building resilience for vulnerable populations by rehabilitating shelters using climate-resilient methods, supporting female-headed households with climate-smart agriculture training, and adapting communal infrastructure like schools and primary healthcare centres through green initiatives. PUI seeks a qualified consultant to evaluate these strategies and outcomes to enhance PUI’s future programming and inform discussions with the donor.

Scope of Work:

The consultant will conduct an evaluation of PUI’s interventions using a suitable methodology that addresses the core evaluation questions within the project scope and budget. While a mixed-methods approach is preferred, the proposed design must ensure representation across project components, geographical areas, and beneficiary groups, considering gender, age, and status. The consultant is responsible for obtaining necessary access and permissions, with PUI providing support where needed.

The evaluation will adhere to ethical standards, ensuring confidentiality, informed consent, and data protection in alignment with EU GDPR regulations.

Key deliverables include:

  1. An inception report
  2. A mid-term briefing
  3. Draft and final evaluation reports
  4. A summary presentation of findings
  5. Annexes to the final report must include data collection tools, sources, conflict-of-interest disclosures, and evaluation data
