CONTEXT

 

Médecins Sans Frontières-Holland (MSF-H) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation.

MSF-H is currently recruiting for a Base and Facilities Officer, in Hawija/ Abbasi. 

 

ACCOUNTABILITIES

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
    • Inventories and the reallocation of equipment.
    • Renewing the authorization to use radio material with local authorities.
    • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.

Operational / Technical responsibilities

MSF premises

  • Ensure the proper use, monitoring and maintenance of MSF premises in (Hawija & Abassi), installations and equipment, according to MSF standards.
  • Ensure all MSF premises in the project site are in good working conditions.
  • Maintain inventory of equipment and materials used in project premises.
  • Propose improvements and/or corrections to installations/equipment/infrastructures.

Power and Energy

  • Ensure all electrical installations in MSF premises comply with MSF standards.
  • Perform regular maintenance of MSF installations/equipment/infrastructures, particularly in line with a preventive maintenance plan (procedures to follow, schedule, etc.).
  • Carrying out and updating the electrical installations inventory in MSF facilities and performing regular maintenance procedures
  • Perform safety checks across facilities in the project sites.
  • Responsible for the equipment and tools checking and they are correctly and safely used.
  • Ensure MSF Generators services are done as per MSF policy on in a timely manner.
  • Responsible for MSF Generators fuel stock management, updating stock card and reporting monthly fuel consumption.

Transport

  • Plan and manage all movements within areas of project activities i.e. Hawija and Abassi
  • Carry out technical evaluations of all the hired vehicles (when needed).
  • Responsible for monitoring of the vehicle movement inside Hawija and Abassi and to and from Kirkuk.
  • Inform the direct supervisor on any relevant matter and arising problems
  • Supervise all drivers based in Hawija and Abbasi

Security management

  • In collaboration with Logistics Supervisor & logistics manager, maintain adequate applied security measures in the project sites (Hawija and Abassi).
  • Supervise guards to ensure MSF property is guarded at all times.
  • Ensure all guards are vigilant and security aware.
  • Creating and maintain guard’s roster.
  • Immediately inform the direct supervisor of any information that may affect the security of MSF staff and/or properties.
  • Repairs and Maintenance
    • Supervise all work (repairs, maintenance etc.) requested by the line manager, as well as any work identified by employees and approved by the line manager.
    • Ensure effective management, protection, care of work tools (site installations under the employee’s supervision)
    • During the performance of work, endeavor to keep the site (and immediate vicinity) clean and safe.

    Supply

    • Support Supply Officer in reception of cargo, preparation for dispatching goods to other sites.
    • Organize local transport for shipping goods outside the project site.
    • Managing the stock of consumable items related to electrical installation, repairs and maintenance, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage.

    Additional tasks

    • Advise Logistics supervisor and Logistics Manager on various technical matters related to ongoing activities.
    • Any tasks delegated by the Logistics Supervisor and Logistics Manager related to this function.
    • Participating in trainings at the request of the line manager

    CONTRACT DETAILS

    • Fix term contract if non DOH staff is hired and service agreement if DOH staff is hired (applicants working with government institutions must provide unpaid leave/Non objection certificate before any selection decision made by MSF).

Qualifications & Preferred Skills

 

REQUIRMENT

Education

Essential Secondary Education/ Essential Electrician diploma or recognized formal technical  training

Experience

Desirable experience with other NGOs minimum 1 years
