The IRC has long-term programs based in Baghdad and Erbil, as well as emergency response programs supporting Syrian refugees. The IRC Iraq program was established in 2003 and is currently providing humanitarian assistance in the sectors of child protection, GBV, protection and rule of law, cash, livelihood and governance. The IRC Iraq’s main office is based in Erbil, with field offices in Baghdad, Ninewa, Salah a-Din, Kirkuk and Anbar.

Job Overview/Summary:

The continued conflict, economic and social crises in Iraq and the impacts of the COVID-19 pandemic, have affected young people significantly. Given that Iraq has a large youth population, investing in youth and strengthening their employability will facilitate their social and economic re-integration and enable them to contribute to the country's progress towards peace and prosperity. The project aims to strengthen the economic participation and civic engagement of vulnerable and marginalized young boys and girls in Iraq, helping them to become agents of change for their own lives and their communities.

The Youth Development and Engagement Officer contributes to the boosting of the capacity of youth and adolescents’ boys and girls by developing young people’s life skills, employability, entrepreneurship, and digital skills, and promoting engagement and active citizenship. The Youth Empowerment and Engagement Officer will be responsible for the implementation of program activities in the youth centers, ensuring the achievement of the expected results.

He/she will be responsible for the timely and affective implementation of youth empowerment and engagement program activities. He/she will provide support to establishment of youth centers, innovation labs and youth led Innovation and Empowerment. The Youth officer is under the supervision of the Youth Development and Engagement Manager and will work closely with the economic recovery and development teams and Youth assistants and youth committees.

In support of this activity, the youth Officers, with the support of the Youth development and engagement manager, will coordinate with relevant governmental and humanitarian actors and service providers and members of communities to support Youth development and engagement. The candidate must be able to work each day in Anbar and Baghdad, with regular travel to site centers in both locations and some travel to Erbil as required.

Responsibilities:

Project Activities Planning, Supervision and Implementation

  • Participate in the planning process, supervision, and implementation of the program activities, in accordance with project objectives and targets outlined in the project scope of work and in line with projects’ budget.
  • Support in conducting needs assessments, awareness raising and information activities with the support of YDE Manager and youth committees.
  • Ensure startup, selection, and registration of youth clients, according to set vulnerability criteria.
  • Supervise and support with the implementation of the Life Skills and civic engagement activities and trainings.
  • Contribute with support, guidance and monitoring to youth led and adolescent focused partners such as the Youth led Innovation Labs, and Youth Centers with focus on building capacity for adolescents and youth participation, civic engagement, empowerment, and skills building.
  • Support the implementation of the Youth committee Innovation Lab’s UPSHIFT/Social Innovation initiative with specific focus on supporting the development of a virtual/digital platform for youth learners and innovators.
  • Provide continues inputs, facilitation, and evaluation of the implementation of creative communication initiatives, child rights monitoring and advocacy activities conducted by Youth and staff.
  • Conduct Community Events to promote Youth Engagement and participation.
  • Startup and support on the implementation of engaging young people in different civic engagement digital platform activities.
  • Provide continues support to skilled youths to enter the workforce through internships and/or employment and/or business mentorship activities (referrals, tailored projects, peer-to-peer activities)

Representation, Reporting and Documentation

  • Create close collaboration bridges with MOYS, DOYS, local authorities, youth centers teams and existing organizations in the operating areas aiming to ensure effective program implementation.
  • Ensure strong, professional, and influential working relationships with MOYS youth centers teams to facilitate effective collaboration and communication.
  • Based on needs, participate in and/or organize relevant meetings with stakeholders and youth led committees in the areas of operation.
  • Support the economic and recovery teams and supervise the Youth Assistants in conducting needs assessment and project analysis throughout the life of the project.
  • Collect any relevant project and activity data continuing to increase program quality and skills of the youth’s participating in the program activities.
  • In collaboration with the YDE Manager, create weekly and monthly plans and report progresses on weekly basis according to the overall project plans.
  • Ensure project data are collected and reported to information and MEAL teams according to the project timelines.
  • Ensure all project files are well-organized and secured and submitted to the program manager on time.
  • Contribute and provide inputs for donor, internal and external reporting’s.

 

Human Resources Management

  • Ensure a proper follow-up with the Youth Development Assistants and coordinate with the YDE Manager and HR department for any human resource and administrative aspects.
  • Ensure and regularly participate in weekly team meetings with the project staff.
  • Conduct 1:1 weekly/bi-weekly meeting with direct reports and ensure provision of constructive feedback to support effective performance management.
  • Report any related human resource concerns the YDE Manager /or HR department as appropriate immediately.
  • Maintain an open and professional   relations   with   team   the members, aiming to promote   a   strong and positive team spirit by providing continues oversight and guidance colleagues.

 Logistics and administration

  • Ensure logistic needs for effective activity implementation is provided to the centers by conducting weekly and monthly logistic needs assessment to further raise purchase requests.
  • Report any security concerns to the YDE Manager and ensure security policies and procedures are endorsed and followed.
  • Ensure and support in organizing trainings, meetings, events, community-based activities in line with project objectives and goals.
  • Prepare and submit weekly movement plan to supply chain and YDE Manager.

Other:

  • Provide continuous feedback to the YDE Manager, YD assistant and economic recovery and development teams on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed.
  • Ensure compliance with IRC policies and protocols of confidentiality, respect, and safety.
  • Perform other duties in line with the overall project objectives as needed or requested by the supervisor.

Technical Support:  CYPD and ERD Coordinator

Other Internal and/or external contacts:

  • Internal: All staff and departments, particularly ERD Sector and teams.

 

Qualifications & Preferred Skills
  • Bachelor degree in relevant field. Social work background preferred.
  • Prior professional experience in a similar post.
  • Previous work with children.
  • English and Arabic required.
  • Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation.
  • Good interpersonal, organizational, and time management skills.
  • Ability to maintain the highest degree of discretion.
