Terre des hommes Foundation – Helping children worldwide (Tdh), is the leading Swiss foundation for children’s aid, with its headquarters in Lausanne, and registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children's lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.

Tdh started its operations in Iraq in Dec 2014 responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing assistance in child protection, juvenile justice, education and WASH assistance in emergency.

In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.

As of December 2021, Tdh with its 120 staff employees, is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program, across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan and the Head Quarters (HQ) in Lausanne, Switzerland.

Job description:

The WASH technical monitor performs all of his/her professional activities on the WASH project being implemented. S/he is responsible for the implementation of the technical activities, the development and management of the technical assistant. In terms of technical support, s/he has a major responsibility for the project strategies, steering and outcomes. S/he adjusts and brings into service the installations falling within his/her profession and fixes and repairs them on request. S/he supports and validates the technical quality of the work done by the teams as regards the Tdh mandate and commitments and international standards.

 

Main responsibilities :

  1. Information management
  • Gathers data during needs assessment, baseline studies, and periodic studies, and help feed back findings to stakeholders.
  • Helps plan activities to reduce WASH-related risks.
  • Collects data and prepares regular reports on activities and WASH conditions for monitoring.
  • Liaises with WASH technical staff.
  • Liaises with community leaders and other sectors and agencies working locally in order to coordinate within the WASH sector and between sectors such as health & nutrition and food security.

 

  1. Programme planning and implementation
  • Carries out assessment to identify context based appropriate WASH technologies for the community people.
  • Carries out assessment and prepares bill of quantities for construction and/or rehabilitation of infrastructures as per programme/organization needs and collaborate with logistic department.
  • Participates in beneficiary’s survey and identification
  • Ensures the project is reaching the indicators
  • Facilitates to develop understanding and agreement with beneficiaries about use, operation and maintenance of WASH interventions.
  • Prepares all BOQ and Drawings for the technical activities.
  • Ensures that action is taken to mitigate priority WASH related risks.
  • Enables effective dialogue with the community to allow the agency to be held to account for the quality of the WASH program.
  • Ensures implementation of the activities in line with relevant national/international standards, codes of conduct, and humanitarian principles.
  • Ensures community contribution/cost recovery mechanism for all kinds of infrastructural works so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
  • Supervises and orients to the contractors on design and bill of quantities, and ensure the building techniques.
  • Validates the quality of the construction materials and the constructions.
  • Performs water quality testing in order to supply safe drinking water for the people.
  • Maintains stock register at the construction site
  • Ensures that a high standard of quality is maintained in both of earth works and construction works.
  • Takes account of gender, protection, the environment, and other important cross cutting concerns in program design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.

 

  1. Resource management
  • Uses programme resources effectively and with care.
  • Facilitates to mobilize local resources and does maximum use of them.
  • Is responsible for his/her own continuing training to develop his/her skills
  • Trains WASH committee
  • Organizes day-to-day logistics, administration, and personnel activities in consultation with the line manager.

 

  1. Monitoring
  • Monitors safe WASH practices, including appropriate use and maintenances of WASH facilities and services.
  • Monitors appropriate community involvement in the design and delivery of essential WASH services and facilities.
  • Monitor the day-to-day construction activities of the contractors/mason groups.

 

  1. Reporting
  • Prepares monthly work plans and reviews this fortnightly through consultation with the line manager.
  • Ensures proper record keeping of all activities and prepares monthly/quarterly report in time.
  • To identify any major discrepancy/ delay that may arise in project implementation and report immediately to line manager.
  • Keeps proper records of expenditures and reports on these to the line manager.

 

  1. Personal and Team management
  • Communicates and collaborates in accordance with the communication contract.
  • Communicates with the delegation, zones and beneficiaries and keep them informed.
  • Participates in the management of the programme's activities, according to the strategies for reaching the objectives.
  • Identifies and analyses the beneficiaries' needs in collaboration with community representatives and site managers.
  • Develops common priority actions leading to solutions to the identified problems.
  • Identifies the problems associated with the delivery of the programme and inform the DPM (HR, logistics, beneficiaries).
  • Attends and takes part in the meetings necessary for passing on information for the smooth running of activities.
  • Helps his/her line manager in setting up the activities schedule every week.
  • Works closely with voluntary staff, child protection committees, local associations and communities, and promote their self-reliance.
  • Provides professional guidance for community workers.

 

  1. Networking / external coordination
  • Maintains liaison with the local government officials, other I/NGO’s and community based organization’s (CBO) at the community level to ensure their cooperation and coordination for effective implementation of the programme in the areas.
  • Always keeps in close contact with respective local government department to ensure their active participation for effective implementation of the programme activities as well as proper use of resources.
  • Participates in identifying new partners for promoting hygiene.

In general, makes sure that a positive and professional image of Tdh is conveyed. In particular, ensure that Tdh’s mandate, thematic policies, ethics, values and views are followed in relation to third parties.

Qualifications & Preferred Skills

Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

  • Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering.
  • Experience: For graduate, professional experience of minimum 2 years in the field of construction, including 2 year in WASH sector.
  • Knowledge of using Auto cad and other engineering software
  • Experience of preparation of estimates/BOQ
  • Good interpersonal skills
  • Good in speaking English (Perfect knowledge of local languages Arabic, Kurdish)
  • Community mobilization skills
  • Excellent interpersonal and team skills;
  • Effective in M and E, Reporting, supervision, trainings skills;
  • Excellent skills MS Word, Excel, Outlook, Power point;
  • Strong organizational skills;
  • Pro-active and helpful attitude, ready to take on variety of new tasks;
