Description

Context/Reporting line:

Under the overall supervision of Head, Transition and Recovery Division, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the Programme Coordinator in close coordination with coordination with TRD Engineering Unit, the successful candidate will be responsible and accountable for ensuring sufficient project management and QA/QC oversight of IOM construction projects through the engineers responsible for individual project implementation. In particular, the incumbent will perform the following duties:

Core Functions / Responsibilities

  1. Oversee the implementation of all construction projects within the AoR, according to stipulated project plans, procedures, and instructions.
  2. Support the voluntary return initiative under the durable solution program with assessing shelter rehabilitation and operation needs for the targeted caseload including Design a project bill of quantities (BoQs) with specifications in coordination with relevant governmental entities and QA/QC engineers, orienting beneficiaries about the legal agreement liability and the required implementations steps induced by the intervention, identifying site supervisors, managing beneficiaries’ data.
  3. Manage beneficiaries’ data on MIS.
  4. Conduct inspection visits to shelter rehabilitation beneficiaries to verify the milestone achievements, progress report issuance and compile supporting documents to initiate payment processes.

 

Infrastructure:

  1. Support the unit in identifying infrastructure and needs in the targeted communities through participating in the community’s assessment and planning meetings with stakeholders and coordinating with relevant local authorities and maintain a transparent and ongoing between local authority, contractor, CAP and CMT to agree on project work plan.
  2. Conduct joint field visits with other relevant team members as well as, community structures to assess the needs of the target communities (IDPs, returnees and host community residents). In addition, conduct an analysis of existing and planned natural and human resources in the targeted communities that may impact on proposed CAPs.

 

QAQC:

  1. Develop and incorporate required materials inspection and testing plan (ITP) procedures and inspection reports into Standard Operating Procedures (SoP).
  2. Train and supervise engineers operating within the AoR.
  3. Maintain and share inspection reports with the Construction Manager on a weekly and monthly basis.
  4. Report to the Regional Coordinator and Construction Manager any issues related to non-compliance with national construction standard and international building codes. Advise on any necessary action/resolution.
  5. Conduct spontaneous QC inspection visits to the construction projects, in coordination with engineers and representatives from relevant governmental authorities.
  6. Prepare site inspection plans and share with site engineers, QA/QC engineers and office engineers.
  7. Guide site engineers and QA/QC engineers within the AoR in the preparation of technical construction documents (Technical Specification, design, QC plan, HSE plan & ITP).
  1. Contribute in project planning for new projects (Site assessment), joint development of the technical construction documents ( BoQs, drawings, Technical Specification , QC plan, HSE plan, )
  1. Perform QA/QC inspections during and post construction. Submit all QC inspection reports to the Construction Manager and office engineers.
  1. Maintain good communication with colleagues and supervisors.
  2. Conduct regular site, QA/QC and safety meetings with field staff, stakeholders and contractors on the progress of work and/or work-related remedial measures (if any).
  3.  Arrange/ensure the timely inspection and approval of all materials/equipment/completed installations at the site and maintain required records.
  4. Established and maintain quality records in conformance with QA/QC terms.
  5. Prepare contractor/vendor performance evaluation reports during the life cycle of the project for IOM and stakeholders.  

Others:

  1. Attending laboratory test inspections (when necessary), checking the contractor’s punch-list (remedial action defect list) and advising quick repair methods. 
  2. Perform regular duty travel to challenging regions upon the request of supervising management.
  3. Carry out and manage all site inspections and overall quality control for all construction activities through all implementation stages.
  4. Any other duties as may be assigned by the direct supervisor, potentially in areas outside is AoR
Qualifications & Preferred Skills

Education:

  • Bachelor’s degree in Civil Engineering or Structural Engineering from an accredited academic university or institute.

Experience and Skills:

  • At least 5 years of experience in engineering construction management with proven knowledge of QA/QC in the field.
  • Ability to prepare Quality Inspection Plan for construction activities.
  • Knowledge of method statements and other QMS related requirements.
  • Good knowledge of all phases of engineering construction related to civil, architectural, and structural disciplines operating within multidisciplinary projects.
  • Work experience in supervising QA/QC engineers with national or international organizations.
  • Good communication, report writing, and presentation skills.
  • Ability to operate in complex and challenging multi-cultural environments.
  • Drive results with effective resource management skills. 
  • Ability to work under extreme pressure in difficult conditions while maintaining security awareness. 
  • Flexibility and focus on processes and their necessary improvements. 
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professions.
  • Proficiency in MS Project Planning, AutoCAD, project management tools is highly recommended.
  • Understanding and tolerance to complex challenging cultural environments is necessary.

 

Languages:

  • Fluency in English, Kurdish and Arabic is required.
