Our Team

The protection team is aimed to work with local partners to implement protection standalone projects and protection mainstreaming across the Ninewa program. This is to contribute to the reduction of protection-related risks, increasing the usage of gender-sensitive protection services for the vulnerable populations in the areas of intervention.  The team engages, local actors, communities and government entities in community-based protection methodologies and strengthens conflict-affected women, children and youth capacity to access emergency and protection services like cash for protection, service mapping, protection monitoring and unstructured psychosocial support.  

Job Purpose

To manage the protection department in the Mosul program and take lead on the design and implementation of protection projects. The post holder will support the program team in strengthening the protection mainstreaming in all sectors in Ninewa governorate during the emergency response and resilience program. This includes providing clear guidelines on protection, the involvement of tools designing, reporting, field visits, support the program team in a regular basis to incorporate protection/safe programs in all project cycles.

Technical

  • Under the technical guidance of the Program Manager and the Protection Coordinator the Protection Senior officer will be responsible for designing, planning and implementing protection activities in the Ninewa governorate.
  • Conduct and supervise protection monitoring and assessments in Ninewa program areas.
  • Lead the Ninewa Protection Team of Oxfam in developing and updating the mapping of services in project areas in coordination with the Protection cluster and other actors operating in the area.
  • To guide the team in the identification of protection threats and risks (including GBV) that IDPs, returnees face and host communities face in Oxfam areas of operation.
  • Take lead in conducting surveys, focus groups, and awareness-raising sessions on protection. This includes the provision of guidelines and tools for staff and partners.
  • Provide training, capacity-building, and technical support to ensure Oxfam's approach to protection is implemented effectively and in line with key standards and principles.
  • Prepares written protection updates and reports including high-quality donor reports.
  • Take part in proposal development, strategy setting and approaches.
  • To support with local partner in delivering the protection standalone project. It includes guidelines, tools, meetings, field visits, project reviews, planning and reporting.
  • To support the protection officer in collecting information from other INGOs and other humanitarian and development agencies e.g brochures and other information materials, for distribution to affected communities
  • To support and guide the protection officer/ assistant in exploring sites and supports negotiations to secure locations for notice boards to display / announcement services to IDPs.
  • Works closely with the Policy Advisor to support protection advocacy researches and surveys.
  • Attends protection and GBV working group and protection cluster meetings and ensure active representation in all coordination platforms related to protection.
  • Coordinates protection activities with WASH and EFSVL teams to ensure integration of protection in program activities
  • Supports and coordinates with MEAL Officer for baseline survey, post-distribution and other monitoring activities.
  • Submits monthly MEAL reports to track the beneficiary numbers regarding information dissemination and where applicable, referral activities
  • Ensure protection issues are included in MEAL processes and learning is captured
  • Provides written feedback about protection incidents, issues and aid-related community-conflicts
  • To support the program team in integrating protection mainstreaming through regular visits to project location, draws the attention of the Program team and Partner staff around successes and challenges faced in the program and orient the teams to take corrective measures.
  • To identify training needs of the Program team and Partner staff and develop and implement a capacity building plan (including training, mentoring, etc.) reflecting Oxfam safe-programming approach.   
  • The Senior Protection officer will participate in research around protection related issues to support policy and campaign. This requires identifying success stories, case studies, etc.
  • At least 3 years of protection programming experience in humanitarian or development contexts.
  • Excellent understanding of protection concerns, such as Gender-Based Violence issues, child protection, etc.
  • Influencing skills.
  • Ability to work both independently and as a team player.
  • Good facilitation skills.
  • Strong communication both verbal and written.
  • Very good interpersonal skills, particularly in networking, working with communities, local civil society and local authorities.
  • Commitment to a rights-based approach, gender equality and protection
  • Ability to work in a multi-cultural team.
  • Demonstrated capacity of social and communication skills and ability to work with others and as part of the team.

 Management

  • The post holder will line manage 1 protection officers and matrix management of three assistants.
  • S/he should have effective planning, organizing skills, communication and decision making within the job scope.

Qualifications & Preferred Skills
  • University/College qualification in the relevant field (e.g. Gender or development studies, social sciences or related discipline) or equivalent experience.
  • Experience of working in the humanitarian or development sector.
  • Good oral and written communication skills in English and Arabic.
  • Knowledge and skills in computer usage especially Microsoft office program (Work, Excel and PowerPoint)

  • Knowledge of the social context and challenges in promoting gender equality and equity in Iraq.
