Program / Department Summary

Mercy Corps Education program is a three-year program that operates within pockets of vulnerability in Salah Al-Din, Anbar, and Kirkuk and Ninewa governorates. The program aims to enable IDP, returnee and vulnerable host community out-of-school youth to re-enter education through the Ministry of Education programs. This is achieved through direct assistance offered to out-of-school youth and an Advocacy and Media campaigns designed to improve access to education. 

The main objectives of the program are:

  • Access to and quality of formal education is improved.
  • Learning environments are safer and more inclusive.
  • Children and youth have increased capacity and opportunity for engagement in education and community
General Position Summary 

The Senior Program Officer will work closely with the Program Manager to enable out-of-school IDP and vulnerable host community youth to access education through direct assistance. Such assistance is provided through psychosocial and administrative support, social mediation support, access to Ministry of Education accelerated learning primary education programs, access to preparatory courses with quality secondary education curriculum, and awareness sessions. Direct assistance is delivered in coordination with parents, school administrators and officials from the Ministry of Education. In addition, the Senior Program Officer will assist the Advocacy Manager in the distribution of brochures, and posters and in the establishment of Community Education Action Groups and Task force groups in the operation areas.

Essential Job Responsibilities
  • The Senior Program Officer in SAD will be responsible for implementation all program activities in Tikrit district and responsible to supervise the work of the Program Officers in Baiji and Shirqat in the implementation of program activities.
  • Responsible for follow up with related official governorates in SAD, Directorate of Education, Provincial council, Mayors ……etc.
  • Responsible for preparation of workshops, meetings, awareness sessions in terms of inviting participants, venue, electricity, stationery and refreshment, if any.
  • Responsible for the management and coordination of case files of direct beneficiaries and supervise the work of Ministry of Education Counselors, Supervisors, and Mediators in Tikrit district.
  • Weekly visits for location areas in Tikrit, Baiji and Shirqat to ensure of the implementation of program activities.
  • Supervise the alternative education centers for primary education based on Accelerated learning curriculum in the area he / she based (HFT centers).
  • Weekly follow up and visit Accelerated Learning centers during Friday and Saturday.
  • Supervise the preparatory courses centers for intermediate and secondary education in the area he / she based.
  • Responsible for advocacy activities such as establishment the CEAGs and TF in Tikrit, Baiji and Shirqat, work closely to support the Advocacy Manager regarding advocacy matters.
  • Responsible for organizing and facilitating the meetings of CEAGs and TF in SAD.
  • Responsible for the distribution of brochures and posters among IDP communities, schools, health centers and local government buildings in SAD.
  • Ensure documentation of all activities implemented including meeting minutes, photos, case studies as well as progress reports.
  • Responsible for the weekly progress reports for Tikrit, Baiji and Shirqat.
  • Responsible for the submission of semi-monthly progress reports to the Program Manager and work closely with him on quarterly report for Donor regarding SAD province activities and achievements.
  • Work with the Program Manager to follow program work plans.
  • Prepare additional reports, presentations and statistics as needed.
  • Hold bi-weekly meetings with Program Officers under his/her supervision.
  • Attend bi-weekly meetings with the Program Manager.
  • Attend monthly meetings with the education team and related meetings and trainings.
  • Attend the cluster meetings.
  • Work closely with M&E team to ensure proper monitoring and evaluation process is in place to keep track of program outputs as well as evaluating outcomes.
  • Work with the Program Officers in areas under his/her responsibilities and Admin team to facilitate implementation of procurement, financial and logistics processes.
  • Abide by all security and operation protocols.
  • Conduct all the tasks/work directed by the supervisor.
  • Conduct him/herself professionally and in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.

Qualifications & Preferred Skills
Knowledge and Experience
  • Bachelor's degree in related fields is preferred.
  • Fluency in Arabic and English.
  • Minimum 3 years' experience working with an international NGO.
  • Minimum 2 years' experience in education programs, managing resources and understanding the need for regular support and follow- up to ensure that project objectives are met.
  • High level computer and internet skills are required.
  • Strong leadership and negotiation skills are required.
  • Sense of creativity.
  • Strong multi-tasking, organizational, prioritization skills are necessary.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
