Job Description:

The Senior Legal advisor is responsible to provide technical expertise and leadership in the legal field on access to justice for children and youth and legal protection of children in Iraq. He/she advises the implementation of all activities linked to the legal and judicial objectives, including the lead of workshops with formal and informal justice actors. Among others, he/she ensures Tdh’s representation at Ministry and local level, and before legal and judicial stakeholders as linked with the position’s objectives. He/she will also be in contact with local partners, other NGOs and stakeholders involved in the legal field. He/she technically supports the A2J Programme on legal aspects of the programs and creates/adapt the technical tools on A2J (guidelines, manuals, adapted monitoring tools, etc), in order to ensures a qualitative implementation of the activities and follow-up up in accordance with Tdh’s tools and standards.

Main responsibilities:

A. Technical support on Legal and Juvenile Justice
  • Lead the creation of technical supportive materials, in all aspects of the program on legal/judicial aspects (guidelines, manuals, adapted monitoring tools, awareness materials, etc)
  • Lead activities related to exchange between/ capacity building among formal and informal justice actors
  • In collaboration with legal/judicial stakeholders, ensure the identification of needs and gaps regarding the implementation of juvenile justice policies/laws in Iraq in order to feed the strategic orientation of the A2J Programme.
  • Identify and share information, research, best practices relevant to her field of work.
B. Strategy & Policy
  • Make sure that Tdh strategy and policy are implemented in his/her field.
  • Refers to national and international policies in child rights, child protection and access to justice for children
  • Is responsible to technically advise the program and the delegation on legal aspects regarding access to justice for children and youth
  • Support the access to justice program in the revision of its strategic orientations at country and regional level.
C. Legal support on projects
  • According to the program strategic documents and work plans, advises and supports the field teams in the implementation and quality of all legal or judicial activities and all geographical locations.
  • Develop legal-related need assessment with partners, stakeholders, families and children.
D. Capacity building, Advocacy and Awareness
  • Support the development of training curricula of justice actors
  • Identify the training needs of Tdh staff, Tdh partners and the stakeholders and update them on a regular basis.
  • Facilitate and undertake training, and training of trainers in the areas of expertise as needed.
  • Support the exchange of capacity building tools across the Iraq program and MENA region programs
  • Input as needed legal related awareness and advocacy actions
  • Attend and facilitate workshops as needed in the are of expertise
E. Representation and Coordination
  • In collaboration with other colleages and as requested by the A2J coordinator, ensure Tdh’s representation before national entities (Ministry of Justice, High Judicial Institute, Juvenile Police Department, and other national and local legal and Judicial stakeholders) and ensure a smooth coordination and collaboration
  • Ensure regular and structured coordination between legal and judicial stakeholders.
  • Identify new national and international legal partners as required.
  • Attend coordination meetings as required.
  • In general, make sure that a positive and professional image of the foundation is conveyed. In particular, ensure that the foundation’s mandate, ethics, values and views are followed in relation to third party.
  • Build up a network with other organizations which operate in the same field of activity.
F. Situation analysis, research, innovation
  • Design and conduct situation analysis on relevant topics in the area of expertise.
  • Technically input researches on the area of work the position involves.
  • Compile and analyses the legal good practices and lessons learned.
G. Internal Coordination
  • Work in close relationship with other members of the A2J team and with other departments of the delegation and regional colleagues.
  • Participate in the data analysis and reporting as related to the position (internal and to donors, proposal writing, etc…)
H. Reporting
  • Provide monthly reports (Sitrep and PMP) on Tdh template about achievements and work plans including both qualitative and quantitative data.
  • Share the reporting tools on a timely manner with line manager.
  • Support technical reporting as related to her/his scopeof tasks.
I. Security
  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.
J. Tdh Policies
  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.

Other:

  • Undertake all other duties that may be requested by the line-managers and that are compatible with the job.
  • Accepts new responsibilities as and when those are assigned by the line manager/s.

 Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

In particular:

  • Be able to evaluate specific needs and to develop action points for individual protection cases.
  • Be able to identify the problems associated with the delivery of the programme and inform line manager, HR, logistics, and beneficiaries, in line with guidance from line manager.

As well as the following specific professional competencies:

Comptence,experience,skills, knowledge needed:

  • At least 6 years’ experience in the field of legal protection/justice.
  • At least 3 years experiences in INGO, NGO at officer level with at least one experience on child protection related experience.
  • Experience in high level representation and coordination
  • Experience in advocacy
  • Experience in capacity building and training, experience in designing and animating workshops
  • Mandatory university degree in law
  • Mandatory fluent in English and Arabic
  • Excellent report writing skills
  • Good communication and negotiation skills
  • Ability to work independently and as part of a team
  • Understanding and commitment to child’s rights and child protection issues
  • Flexible, willing to travel
  • Good computer skills
  • Excellent organization skills
  • Sense of humor , dynamic, pro-active
