Description

Reports to:

Senior Liaison Officer.

Coordinates with:

Base Manager, Senior Liaison Officer, Security Manager.

Overall job purposes

 The security and access assistant is responsible to organize and conduct security activities in Baghdad base. S/he supports the Senior Liaison Officer with security reporting, fleet follow up and tracking, timely update of security changes, present advise and recommendations, conduct risk assessments for new areas, establish a Terre des hommes presence in new areas of intervention and building Terre des hommes’ profile and relations in these areas, as well as conducting monthly update of Tdh staff files in order to submit for access letter (NOC letter). S/he is expected to provide accurate information through key contacts and legal documents in order to facilitate appropriate decision-making at senior management’s level.

 

A. Safety and Security

  • Track and follow up staff movements during field visits to areas of intervention.
  • Keep proper archiving of field visit requests.
  • Support the senior liaison officer in tasks related to facilitation of staff access to areas of intervention.
  • Assist the Base Manager and Security Manager with security assessment and risk analysis for the project implementation areas.
  • Conduct visits to families live in low security area to ensure staff safety and well reintegration of case.
  • Conduct monthly check on security equipment within the office/GH ensure are materials are ready to use.
  • Periodically check the hibernation kits and refill them with valid materials, food etc.. to be ready for use.
  • Present security advises and heads up to the base manager if there is any expected event.
  • Conduct security check on premises like hotels, venues before the log department contract with them.

B. Administrative management/Access

  • Ensure monthly update and submitting of Tdh access letter through the DNGO taking deadlines or letter expiration in consideration.
  • Liaise with other Tdh bases focal points to collect relevant/required information to obtain access letter.
  • Report any changes in the access system to the organization.
  • Ensure proper archiving of expat staff visa and approvals in addition to any official correspondence with the authorities.

C. Coordination and reporting

  • Report and coordinate with senior liaison officer.
  • Attending Security meetings with or on behalf of senior liaison officer.
  • Daily and weekly security reports to senior liaison officer.
  • Present advises and recommendations to Base manager and/or senior liaison officer.

Others:

Accepts new responsibilities as and when those are assigned by the line manager/s.

Qualifications & Preferred Skills

Qualifications Requested

  • Strong interpersonal and communication skills with an ability to consistently work with a diverse range of stakeholders with tact and diplomacy.
  • Very good knowledge of the diversity and pluralism in the Iraqi social and political sphere
  • Ability to work under pressure and meet deadlines in a fluid and sometimes insecure environment.
  • Knowledge of bureaucratic system in Iraq.
  • Fluency in written and spoken English and Arabic.
  • Post-graduate qualification in Business administration or university degree.
  • At least 2 years experience in a similar position in international NGO
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spread sheets).

 

Due to the nature of Tdh work activities, Tdh demand to post holder to have highest discretion and flexibility qualities. Tdh can anytime according to the needs of mission, change the work location of the post holder. Tdh can at any time update tasks on this Job Description according to the evolution of the program or strategy changes. The above listed tasks are not exhaustive, the post holder can be asked to undertake other tasks by the organization according to the competencies, to work over settings time.
