Founded in 1979, Action Against Hunger delivers programmes, in over 40 countries while committed to respect humanitarian principles as a non-governmental, non-political, non-religious and, non-profit organisation. Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 Action Against Hunger is looking for a Southern Iraq Field Coordinator based in its office in Basra.

 Work place: Basra & Baghdad with frequent visits to ACF areas of interventions.

 Type of contract: Initially 12 months Fixed-Term contract with the possibility of extension.

 Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

 Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary grid.

 Purpose of the position: To ensure definition and implementation of ACF response in the area of responsibility.

 

 

Specific Objective:

Missions and Activities at coordination level

 

  Mission 1: Active participation to coordination dyMnamic

 The Field Coordinator is responsible for:

·       Contributing to the development of tools for assessments and emergency activities (TOR, access strategies, contingency plan, …)

·       Maintaining humanitarian watch and anticipating potential crisis outbreak in the region

·       Proposing new interventions and discussing with the CD

·       While defining new operations, collaborate with technical departments involved, support teams to prepare complete project proposals consistent with donors’ formats and ACF internal rules.

 

 Mission 2: Coordinate ACF country strategy implementation at field level

 The Field Coordinator is responsible for:

·       Contributing to the design and update of the country strategy by providing field inputs to Country Director

·       Ensuring the implementation of the country strategy in the area of responsibility in collaboration with Head of Technical Department and Program Managers .

  

Missions and Activities on the field

 

   Mission 1: Coordinate overall implementation of ACF operations at field level

The Field Coordinator is responsible for:

 

·       Coordinating ACF response operations in collaboration with other members of coordination team (program and support departments)

·       Supervising and monitoring the implementation of ACF programs at field level

·       Facilitating the new project’s design in collaboration with Heads of Technical Departments, DCD Programs, GRO and Program managers

·       Supervising the work of the support services at field level, in collaboration with Heads of Support Departments

·       Ensuring the synergy between Technical and Support services at field level

·       Ensuring the implementation of recommendations from ACF high/middle level management resulting from internal audit, experts’ field visits

·       Actively participating in audits and ensuring recommendations implementations

 

 Mission 2: Manage the team at field level

   The Field Coordinator is responsible for:

·       Supervising and managing all direct reports

·       Recruiting direct reports

·       Monitoring the social climate at field level and reporting to Country Director in case of social issues

·       Ensuring the overall management of training needs at field level

·       Participate and lead in the nationalization processes in the base, and ensure continuous support, coaching, and mentoring of nationalized positions

·       Promoting the commitment to ACF Charter and prevention of frauds and power abuses and informing the Country Director in case of frauds or power abuses.

 

Mission 3: Facilitate good relationships with the coordination team

The Field Coordinator is responsible for:

·       Updating of the coordination team on program implementation

·       Proactively referring to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises

·       Ensuring field teams proactively express relevant demands of support to coordination team in order to maximize operational efficiency and impact

·       Generally speaking, be a facilitator between the field and the capital

·       Piloting the follow-up on technical and support departments’ recommendations.

 

 Mission 4: Represent ACF and liaise with regional authorities, UN, NGOs at field and regional le Level.

The Field Coordinator is responsible for:

·       Monitoring and supervising the overall partnerships relations at field level

·       Participating in the humanitarian coordination activities at field or regional level in coordination with the Country Director

·       If necessary, implement advocacy strategy and activities locally

 

 Mission 5: Ensure reporting and communication

 The Field Coordinator is responsible for:

·       Providing the Country Director / DCD / GRO with all relevant reporting documents requested from the field in collaboration with Program Managers

·       Ensuring the overall implementation of best communication practices at field level

·       Writing of: TOR, assessment and intervention reports (finance and donors reports)

·       Preparation of: concept notes, interventions proposals

 

Mission 6: Manage overall security and safety on the base

The Field Coordinator is responsible for:

·       Monitoring the security environment (networking, collecting and analysis of information...)

·       Maintaining an effective network, with local input, on contextual and security matters, collection and analysis of information to establish the context and risk analysis

·       Writing the local security plan with the support of the logistic manager and transmit to the Country Director and Safety/Security Advisor

·       Briefing of ACF team on local context and security

·       Ensuring the application of security procedures with the support of the Logistic Manager

·       Managing any security incidents at base level and report to the Country Director

·       Actively participate to audits and ensure the implementation of recommendations

Qualifications & Preferred Skills

Recruitment Criteria:

Qualification/Degree:

University degree (preferably Masters) in Humanitarian/Development Studies or related fields.

Professional Experience

5 to 7 year’s experience in project management and coordination for international NGOs - solid knowledge of project and team management - communication skills.

 

General Skills

 

§  Representation experience at both National and Sub-National level

§  Autonomous, capable of taking decisions, willing and ready to working an area with little presence of NGOs challenging security conditions.

§  Humanitarian field experience reqiried

 

Language Skills

fluency in English and Arabic both oral and written is required.

IT Skills

Good computer knowledge : Word, Excel, and Power point
