Description

Background:

 

Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established on 30th May 2004 by a group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Dohuk Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals. Harikar believes in human rights, the right of every person to reach his/her potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. Harikar strives to achieve social justice especially among the marginalized vulnerable groups and works towards eliminating all forms of discrimination against women by promoting their capacity to fully participate in community development. Harikar has been able to successfully carry out more than 80 projects, through funding from various partners including UNFPA, RRT/PRT, UNHCR, UNESCO, UNICEF, UNOCHA, Diakonia, UNDP, UNOPS, IRD, Mercy Corps, CARE International, ASB, GIZ, Acted, IRC, IRI, NDI, SCF-UK, Mission east, ICSP and others.

 

Job Summary:

Under the direct supervision of Protection Coordinator at Harikar NGO, protection monitor will respond to persons of concern needs - internally displaced persons (IDPs) in Duhok governorate and specified disputed areas in Nineveh governorate. The protection monitor provides counselling to the people of concern to UNHCR and guides them to have access to the basic social services in Duhok governorate and specified disputed areas in Nineveh governorate. Protection monitor will undertake the following tasks and responsibilities;

Duties and Responsibilities:

 

  • Conduct field visits to IDP camps and urban settings within the agreed locations to meet IDPs, observe their conditions, and identify their needs.
  • Conduct field visits to meet with IDPs representatives and relevant authorities responsible for management of IDPs affairs for monitoring purposes.
  • Maintain regular coordination with Harikar legal and community-based protection teams in joint mission and refer cases to the indicated units as per proper internal established referral mechanism.
  • Ensure that referrals to different organizations and governmental and non-governmental service providers is systemic and well organized, using agreed tools via agreed interagency mechanisms.
  • Offer general information and counseling support to the IDPs, provide them with advices on protection issues, and coordinate with competent authorities to ensure that the required support is provided to IDPs including issuance of personal and other relevant documentation.
  • Stay updated of political, social, economic and cultural developments that have an impact on the protection environment, do analysis, and share ideas for risk mitigation.
  • Use all agreed tools including electronic form (ASSIST) and concerned applications for protection monitoring through tablets or mobile applications e.g. (Kobo, ODK, etc...) to ensure protection monitoring and data collocation of required information from field.
  • Pay attention and listen to persons of concerns issues and look for possible ways to assist them.
  • Responsible in providing accurate, precise and specific data corresponding to ASSIST form through interviews with persons of concern.
  • Submit/upload collected data through interviews on daily basis for the purpose of reporting.
  • Encourage and facilitate informal groups of IDPs to meet, discuss issues and make support networks.
  • Participate in Focus Group Discussions (FGD), Community Based Discussions (CBD), Participatory assessments (PA), and Rapid Protection Assessment (RPA) based on Harikar and UNHCR requests.
  • Protection Monitor is a member in Harikar emergency mobile protection team that functions in emergency situations.
  • Deal with vulnerable cases in general, and cases that need legal and social welfare intervention in special; to provide them with the required assistance through Harikar and or concerned service providers, focusing on cases of; divorce, inheritance, marriage, education, social welfare, pension, detention, child labor, child marriage, disabled cases, GBV and SGBV cases and other related protection cases.
  • Monitor situations of person of concerns in IDP camps and urban locations and provide, ad hoc, daily and weekly reports indicating clear data and factual information with proper follow up action.
  • Provide daily, weekly, and monthly reports of camps and urban location as per assigned, reflecting situations of PoCs in the areas and complete required reporting and documentation within the set deadlines.

  • Work with the Harikar/UNHCR concerned persons in a cooperative and collaborative manner;

  • Seek guidance and technical support when needed with “Do no harm” principle being the priority at all times.

Qualifications & Preferred Skills

    • Bachelor’s Degree Social/humanitarian Sciences or other related fields.
    • Language; Fluent in written and spoken English, Kurdish and Arabic
