OUR TEAM

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

 

  1. Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the ca;mps to allow construction work and solid waste management; and Distribution of emergency winterization kits.
  2. Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under this area of work included: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).
  3. Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.

 

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

  • Emergency Food Security and Vulnerable Livelihoods
  • Non-food-Items and Shelter
  • Protection of lives and rights of civilians
  • Gender Justice
  • Monitoring, Evaluation, Accountability and Learning

Job Purpose

As part of the Iraq Response Innovation Lab (IRIL), the Project Manager will be responsible for carrying out activities related to the project Masarouna in Kurdistan Region of Iraq. The objective of Masarouna is to build a free and inclusive environment supporting young people to achieve their Sexual and Reproductive Health and Rights. Masarouna’s Project Manager will provide technical support to and close monitoring of local partners to ensure program deliverables are achieved and donors’ regulations are respected and documented.

key Responsibilities

Programme design, implementation and monitoring

  • Provides day to day technical support to the local partners to ensure project activities are implemented according to the donor’s requirements and Oxfam quality standard in all program locations;
  • Provide weekly update to the Gender Program Manager and shares monthly progress reports regarding project milestones, deliverables, successes and challenges;
  • Alert the IRIL Manager and the Gender Programme Manager in case of any issue in the implementation of the activities and suggest solutions to address identified challenges;
  • Prepares monthly and quarterly reports on programme progress and assist in the preparation of donors’ report;
  • Document/collect project success stories to ensure visibility of the project and their inclusion in our advocacy agenda;
  • Facilitate fluid communication and exchange of information between all project stakeholders (IRIL Manager, Gender Programme Manager, local partners, etc.)
  • Reviews monthly reports from the local partners and provide inputs on the content and the reporting skills
  • Monitor the project expenditures to make sure they are aligned with the donor budget and inform the IRIL Manager about under- or over-consumption risks to enable adjustments to be made in a timely fashion
  • Organise bi-annual project review to monitor the implementation of activities and achievement of targets and reorient the project as needed
  • In coordination with the country management team and the Program Manager, develop a programme mapping to identify key risks and document strategies to mitigate these risks

Capacity Development – Staff and Partners

  • Holds regular meeting with the local partners to gather information on project achievement and challenges, provide recommendation on the way forward and plan activities
  • Support the capacity building of the local partners on Sexual and Reproductive Health and Rights, gender equality and project cycle management to improve quality programming through coaching, mentoring, training, etc.
  • Facilitate the organisation of training and other learning opportunities (face to face and/or online)

Influencing, representation and coordination

  • Liaise with consortium members and Oxfam in other implementing countries to ensure smooth exchange of information and lessons learnt
  • Represent Oxfam in meetings with local NGO’s, agencies and Government authorities where
  • Support and work with others to develop advocacy and policy positions on Sexual and Reproductive Health and Rights and provide information to relevant actors for national and international awareness-raising and advocacy efforts.
Qualifications & Preferred Skills

Essential

  • University/College qualification in the relevant field (eg social sciences, Gender studies, public health/SRHR, development, psychology or related discipline) or equivalent experience;
  • Minimum 3-5 years of experience in the humanitarian or development sector;
  • Experience in advocacy for SRHR, including for the respect of sexual diversity;
  • Experience of building the capacity of local partners;
  • Excellent interpersonal skills and ability to work effectively with others;
  • Commitment to a rights-based approach, gender equality and protection;
  • Fluency in English / Arabic and Kurdish are preferred;

 

 

Desirable

  • Ability to work in multi-cultural team;
  • Willingness to work in insecure environments and a high level of adaptability and initiative;
  • Knowledge and skills in computer and digital space.
