GLOBAL OBJECTIVE OF THE POSITION:
Under the line management of the Chief of Operations, the Medic Supervisor a key player in the medical response capabilities required for the Clearance and Survey activities in the Governorate of Kirkuk. The clearance component of the project involves the location and removal of Explosive Remnants of War (ERW) including Improvised Explosive Devices (IEDs). Other activities include the marking of Suspected or Confirmed Hazardous Areas (SHA/CHA) and delivering Emergency Risk Education (ERE) safety briefings to persons at risk who are living or working close to the hazardous areas. The Medic Supervisor may be tasked to assist the project in other ways from time to time.
RESPONSIBILITIES AND TASKS DECRIPTION
- Provide specialist medical oversight of the HI medical response capabilities:
- With assistance from the Chief of Ops and the regional TFM’s formulate the medical response to operations in conjunction with current or planned clearance activities
- Anticipate shortages, especially with medics for leave and organize replacements or stand-ins
- Review the situation with ambulances, in particular any ambulances that are rented including with drivers.
- Recruitment, supervision and capacity building of the National Medical Staff:
- The Medic Supervisor is responsible, in part, with the recruitment of new field medics and as when required. The Medic Supervisor will be part of the HI team throughout the recruitment process
- The Medic Supervisor provides the technical supervision of all of the project medics and maintaining the medical standards required for the project
- The Medic Supervisor is also responsible for evaluating each medic bi-annually, both technically and personally to aid the Chief of Ops in the completion of the Medics appraisals.
- In collaboration with the Chief of Ops coordinate the deployment of national medics across the base as necessary.
- Ensure the medics are supported to enable them to perform their duties to the required standards.
- Supervision and monitoring of the programme’s medical capacity:
- Conduct periodic assessments and QA/QC inspections on the medical capacity in the field
- Receive regular reports from the medics and formulate into a monthly medical sitrep for the Chief of Ops
- Assist the Regional Medical Coordinator on the periodic checks and visits
- Review the Medical SOP’s and medical protocols on a regular basis
- Review each site Medical Emergency Response Plan (MERP)
- Logistics:
- Monitor the HI medical equipment and trauma bags for serviceability and arrange resupply of items when necessary
- Define the requirements of the medical equipment and provide technical information to assist the logistics department with the purchasing process.
- Transversal Responsibilities:
- Undertake other relevant tasks as directed by the Chief of Operations
- Organize and Conduct medical training in accordance with HI SOPs:
- Plan and organize any initial and refresher training as required throughout the clearance project or as specifically requested by the TFM or Chief of Operations
- Provide medical training for the team or any other staff member (first basic aid), as directed by the Medical Coordinator, and requested by the Chief of Operations.
- Review site CASEVAC drills on a regular basis.
- Promote preventive measures to prevent the contraction of any disease or illness and a high standard of personal and accommodation hygiene to the team
- Review and monitor and training conducted by the team medics.
- Ensure the correct reporting and documentary procedures are completed for operations:
- Ensure that the team medics are compiling the correct reports from the sites and locations.
- Ensure the availability and the proper use of HI forms
- Ensure that loss and damage reports are filled out for lost or damaged equipment as necessary and report to the Chief of Operations
- Ensure the good use and maintenance of HI resources and a proper behavior with colleagues in respect of internal regulations and log-admin procedures
- Respect welfare and discipline, act as a model in terms of attitude, work ethic and general behaviour
- Comply with all HI ethical, policies and principles
- Respect working time and days as well as any other HI rules
TIME SCHEDULE
The working hours are the following:
Sunday until Thursday, from 0630 AM to 1500 PM with 30 minutes lunch break.
The employee could be exceptionally requested to work on Friday or Saturday. In that case a day off would be planned between Sunday and Thursday during the previous or following week.
Note that working time can go up to 48 hours per week if it is required by the volume of activities and requested by the supervisor or Chief of Operations. In that case the overtime will be considered as recovery time to be planned by the supervisor in the following days.

REQUIRED PROFILE
Education:
- Qualified medic school and confirmed by NMAA.
Languages:
- Excellent Local Languages
- Spoken and written English
Experience:
- Knowledge and experienced in drawing medical support plans.
- Good medical recognition knowledge
- A minimum of 6 months’ work experience in a similar position is a positive point
- A demonstrated knowledge and experience of UXO Medic Ops is a positive point
