Description
Context

Under the general guidance of the Head of the Community Stabilization Unit and the direct supervision of CSU’s Civil Engineer, the incumbent(s) will perform the following duties:

Core Functions / Responsibilities:
  1. Contribute to the development of shelter-related programs, QIPs interventions, and other rehabilitation projects including (i) Assist in the drafting of Bill of Quantities (BoQ), designs, drawings and other relevant outputs for shelter rehabilitation, home reconstruction, or rehabilitation work on public infrastructure or IOM premises; (ii) interpreting construction drawings and study contract documents and applicable standards or specifications prior to execution of any jobs.

  2. Ensure that draft designs of homes and schools and other buildings are accessibile, support contractors to understand accessibility requirements, include accessiblity features in BOQs) and contribute to guidance on accessibility audits.

  3. Close monitoring of the implementation of rehabilitation works by contractors, or home-owners for shelter related interventions, to ensure that all site works are done according to all applicable quality standards.

  4. Assess risk related to work, provide training and educate staff, contractors and communities for a safer work environment and adopt necessary standards and safety practices for the work.

  5. Establish network in the local communities with key stakeholders (local authorities, councils, leaders, local and international NGOs, UN agencies present in the area, etc.) in coordination with other team members to explain project objectives and to clarify potential areas of cooperation.

  6. Co-facilitate Focus Groups Discussions (FGD) with community structures and representatives of the local community to assess priority’s need of communities by using several established techniques, in order to enable local communities to prioritize their needs and enable local communities to tap into available resources.

  7. Identify and mobilize skilled workers from the local community or governorate in consultation with the project team in the targeted governorate.

  8. Conduct regular field visits to monitor and supervise the site work and plans.

  9. Coordinate the technical, administrative matters and required reports and documents with the supervisor and program staff.

  10. Provide on -site technical advice and ability to solve problems and challenges on site.

  11. Perform other duties assigned by supervisor.

 

Qualifications & Preferred Skills
Education:
  • Bachelor’s degree in Civil Engineering from an accredited academic university or Institute.
Experience and Skills:
  • Two years of experience in civil work
  • Previous experience in Survey, highway, architect, is advantageous.
  • Experience in design, preparation of BoQ, estimated costs of Engineering Projects
  • Knowledge of national engineering standards
  • Preparation of work progress reports
  • Proven ability to work with multi-disciplinary teams and liaison with authorities.
  • Experience in supervising rehabilitation works and managing projects
  • Ability to execute construction works in fragile contexts
  • Developing cost estimates for BoQs/ Develop quantities/ conducting site surveys/ quantity surveying/ cost control and reporting experience
  • Working knowledge in developing technical specifications for civil and structural works
  • Understanding of universal design and accessibility for people with disabilities
  • Ability to plan and prioritise work activities to meet organizational goals and organize and oversee work processes efficiently to achieve quality results.
Languages:
  • Fluency in English and Arabic is required.
  • Any other language is an asset. (Kurdish, Turkish)
