Description

The purpose of the HR Officer position is to assist to provide varied and complex HR and Administrative Assistance to the SIF Country Office and to be the overall responsible for all human resources functions and activities 

 

Human Resources

  • Ensure that SIF’s internal HR procedures are in place.
  • Conduct recruitments and hiring of the staff as per SIF’s mission needs
  • Maintain record of accrued and used leave balances of SIF staff on monthly bases.
  • Compile monthly and quarterly HR reports.
  • Responsible for developing, archiving, handling and security of personnel files in HR department.
  • Facilitate and schedule performance reviews of SIF staff in coordination with their line managers and ensure that SIF’s procedures are followed for performance appraisals.
  • Facilitate the development, and improvement of internal SIF country HR policies and procedures
  • Ensure that SIF HR policies are implemented
  • Consolidate and update the mission organization chart.
  • Prepare and submit monthly HR reports
  • Preparing National Staff Payroll in KRI and Federal Iraq.
  • Develop training plans and facilitating Training, workshops and inductions for SIF Staff
  • To develop suggestions and feedback to improve organizational culture and safety at workplace.
  • To coordinate and liaise with various government agencies for updating staff records.
  • Responsible for issuance of SIF Identity Cards for Staff members.
  • conduct salary surveys periodically
  • To assist in handling HR complaints

 

Travel and Visas:

 

  • Preparing and coordinating travel arrangements for visitors and other staff.
  • Prepare invitation letters and other formalities for international staff and visitors
  • Support international staff for visas and residency permits and any other government requirements.
  • Complete post departure procedures (i.e. reporting to other units, sending departure notifications)

 

Other needs:

 

  • Assist in preparations of check lists, policies, SOPs.
  • Provide written translation of documents and materials and verbal translation, as needed (to local language)
  • HR & Admin Officer will be required to travel outside from Erbil to other governorates of Iraq as per needs of the mission

 

Additional Duties:

This is not an exhaustive list of duties and is subject to reviewed/changed on a regular basis. Being an association with limited means, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.

 

The employee may be assigned to perform other tasks in accordance with its job category, in case of need related to the functioning of the association or to changes in its policy and it organization, and respecting the pattern of fixed-term contract.

Qualifications & Preferred Skills
  • Minimum 3 years experience in an administration position.
  • Knowledge of HR functions (Iraq labour law, Benefits, Recruitment, Training, Development, etc.)
  • Excellent organizational and interpersonal skills
  • Demonstrated experience in conducting and organizing HR training
  • Understanding of PSEA concept
  • Excellent verbal and written communication skills in English (required), Kurdish and Arabic.
  • Working knowledge of MS Office (Excel, Word)
  • Understanding of and ability to conduct research
  • Excellent attention to detail organisational skills and discretion with confidential information.
  • Ability to work independently and proactively.
  • Proven ability to handle challenging workload.

 

The position is based in SIF Erbil office with frequent travel to various potential project locations in Federal Iraq.
