The HALO Trust is an international explosive hazards (landmines, IEDs, UXOs) clearance charity. More information on us can be found here www.halotrust.org We work in Iraq to support communities affected by remnants of war and have over 200 staff operating in Salah Al-Din and Anbar Governorates, with an administrative office in Baghdad.

As a manager and senior member of staff, the Human Resources and Safeguarding Manager is responsible for coordinating human resources activities, such as employment, compensation, labour relations, and employee services and ensure safeguarding policies are followed.  They are responsible for the ensuring that HALO HR SOPs and policies are adhered to, and that correct recruitment, career management and disciplinary procedures comply with Iraq Labour Law.

 

Qualifications & Preferred Skills
  • A Bachelor degree is required, preferably in human resources management, or law-related studies. A Master's degree is desirable.
  • Progressive experience in HR management preferably in the non-profit INGO sector
  • Demonstrated success as an HR generalist supporting employee groups of 200+ employees
  • Minimum 5 years of experience in a similar position
  • Proficient in Microsoft Office (Word, Excel, PowerPoint and Access)
  • Knowledge of Iraq and KRI laws and practices
  • Knowledge of employee relations policies and procedures.
  • Experience in implementing Human Resources Management Systems
  • Excellent communication and team collaboration skills
  • Excellent writing and analytical skills
  • Familiarity with grants and donor audit procedures
  • Committed to gender equity and equality
  • Experience working with multi-disciplinary teams
  • Excellent written and spoken English and Arabic languages.
  • Driving license for automobiles.

The Human Resources and Safeguarding Manager is responsible for coordinating all human resources activities within the programme. THEIR RESPONSIBILITIES INVOLVE SUPERVISION OF HR DEPARTMENTS AT FIELD LOCATIONS, AND FREQUENT TRAVEL IS REQUIRED.

 Responsibilities:

  • Ensure HALO is in compliant with all labour laws, and minimization of legal exposure.
  • Ensure total conformity on all administrative policies and procedures as outlined in HALO's Internal Regulations
  • Review monthly staff payroll and ensure attendance record is accurate and up to date
  • Manage leave request records
  • Ensure, file and update of all personnel and statutory documents and ensure that all staff information are properly kept, updated and confidentially maintained
  • Coordinate and ensure timely completion of the annual performance evaluation process.
  • Conduct training on goal-setting, utilize budgets to organize development activities and work one-on-one with managers and employees
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labour regulations and requirements
  • Maintain an effective negotiation process and harmonious employee/employer relationship
  • Advise supervisors in determining appropriate disciplinary plans of action
  • Conduct QC over the staff database and a personnel filing system.
  • Review monthly staff insurance list
  • Provide training to employees on safeguarding procedures and report issues identified
  • Work with International and National Management Team to conduct recruitment, preparing notices, organizing interviews, etc.
  • Ensure each member of staff has and adheres to a valid contract.
