Description

GLOBAL OBJECTIVE OF THE POSITION:

 

Under the line management of the Field Coordinator, the HR officer contributes to the respect of all the administrative processes (Human Resources), rules and deadlines are handled according to Handicap International standards.

According to the position, the HR officer must keep all the data confidential, and share it only with the accurate persons.

 

RESPONSABILITIES AND TASKS DECRIPTION

 

 

  1. Human Resources:
  • Ensure respect of Handicap International HR procedures and framework (Internal Regulations, Terms and Conditions for Employees, Handicap International Protection Policies etc.)
  • In charge of updating the organization chart of the base ;
  • Ensure respect of HI recruitment procedure on the base, and provide support to manager for the recruitment organization ;
  • Preparation of contract and amendment for national employee preparation before validation ;
  • Contracts for national employee follow up and reporting (end of probation period, expiry etc.)
  • Prepare end of contract: final settlements and end of mission documents (quits etc.)
  • Following appraisals (probation, mid-year and yearly) of all national staff,
  • Elaborate and update national and international employees files (hard and soft copies);
  • Provide general administrative briefing to new employees & ensuring that the new employees are aware of their rights and duties towards HI
  • Working time follow up : Make sure attendance sheet and leave follow up are done for all employees of the base ;
  • Keep update on a daily basis the database salary ;
  • Proceed to salary calculation before validation by admin/log and coordination ;
  • After validation, prepare payslip and Manage payment of salaries ;
  • Ensure the contact list is updated (emails, phone numbers,…) and shared after any change
  • Prepare and translate contracts or any others documents as requested for new employees or for proper functioning of the office
  • Prepare and sent to HR coordination all relevant documents to register/cancel employees to the relevant organisms
  • Follow medical insurance registration and reimbursement of all national staff,
  • Organize the edition of HI ID cards; make sure every employee has one
  • Support your management in any disciplinary measures taken toward any employees: preparation of the forms, providing understanding of the situation and the cultural background, assist and advises during interviews (if requested).

 

  1. Administration :

 

  • Ensure the representation of Handicap International for all different public administration if requested by head of base ;
  • In charge of the tax and social security calculation for the base, in the respect of settlement date ;
  • In charge of a legal monitoring, and follow up of Handicap International obligation regarding the law.
  1. Reporting:
  • Under the responsibility of the Field coordinator draft the whole administrative correspondence for the base (internal note, correspondence for public administration etc.)
  • Immediately inform Field Coordinator of any problem or issue arising in the course of the work

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

TIME SCHEDULE:

 

The working hours are the following:

 

Sunday till Thursday, from 08:00 AM to 04:30 PM with 30 minutes lunch break, the work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned  by the line manager in the next days.

 

HIERARCHICAL RELATIONSHIP:

 

Base: Baghdad

 

Line Manager: Field Coordinator

 

Head of Department: Field Coordinator

 

Management: According to the evolution of the mission

 

Operational link: Project officers, Logistics officer,Finance Officer

Qualifications & Preferred Skills

REUIRED PROFILE:

  • University degree in Business Administration or other relevant field.
  • Comprehensive knowledge of the local labour legislation.
  • Strong interpersonal and communications skills with a proven ability to work with a wide range of managers and staff members.
  • Excellent computer skills (Word, Excel, PowerPoint)
  • A minimum of three years’ relevant experience in HR
  • Experience in working with international NGOs
  • Fluency in written and spoken English, Kurdish and Arabic.
