Background

TATWEER (Development) - Civil Society Capacity Building Program is a program designed by Un Ponte Per and Al-Mesalla and funded by EU to build upon and scale up the potential of Iraqi Civil Society Organizations (CSOs) with a strong focus on capacity-building, advocacy and networking.

A Civil Society Service Center is foreseen to be active in each of the three project locations (Erbil, Mosul and Basra) to provide services to the CSOs (training, advisory services, information point etc.) in KRI, Central Iraq, and Southern Iraq.

 

The Organization

Un Ponte Per (UPP) has been active in Iraq since 1991 and has made civil society empowerment one of its core missions in the country since its inception, through actions that span from humanitarian and health projects to human rights and peacebuilding programs. UPP works to prevent new conflicts, especially in the Middle East, by building peace and solidarity between people, defending human rights of those affected by war and promoting their right to self-determination, social justice and dignity.

General description of the position

The Grants Manager ensures the planning and implementation of the project sub-granting process and contribute to the Capacity Building activities of the project for the part related to her/his specific competences.

She/he provide orientation and support to the Advisory Services provided by the dedicated staff in the 3 Civil Society Service Centres established by the project (in Erbil, Mosul and Basra) and outside, including online activities.

 

We look for an enthusiastic, flexible, committed, and resourceful professional, based in Erbil with a problem-solving attitude.

 

The ideal candidate will demonstrate initiative and autonomy in the organization of her/his work while ensuring at the same the capacity to act in strong coordination with Project PM and other team members (especially Coordinators and Tutors of CSSC in Erbil, Mosul and Basra).

Responsibilities

  • Draft and develop UPP Grants Manual for the project, and ensure UPP’s approval.
  • Update the Grants Manual per current EU and UPP regulations as well as policies and arrange to obtain approvals for all updates.
  • Prepare documentation for grant evaluation and approvals.
  • Prepare grants’ agreements, and ensure required documentation completion as per the agreement and ensure diligent follow-up on grant reports.
  • Conduct training as needed, such as for various potential grantee CSOs and internal staff, etc.
  • Review grant applications to ensure they match the grants manual and the Project’s objectives.
  • Preparing a tool for facilitating the conduction of a pre-award audits of possible grantee organizations, in addition to audits during implementation and at close-out, as needed and identified in the Grants Manual and in coordination with the Country Admin and Admin Desk.
  • Monitor financial management of grant funds to ensure consistency with agreed technical plan and actual implementation, and monitor the projected expenditures against their actual incurrence.
  • Provide monthly reports on grants budget for Civil Society Advisor and Project Manager
  • Perform all other relevant duties that may be needed to ensure the overall efficient implementation of the UPP project activities.
  • Monitor grantees to ensure they implement and administer grants according to grant agreement with UPP and EU regulations.
  • Monitor technical implementation of grants to ensure timely progress and according to submitted technical reports, proposed strategy and work plans.
  • Any other duties assigned by the Project Manager or his/her designee.

Qualifications:          

  • Bachelor’s degree in business administration, accounting or finance.
  • 3 years’ experience in project management, grants design and administration
  • Experience previously working on EU funded projects in a Grants Manager or similar capacity
  • Familiarity with Contract Management and Grants Management policies and procedures
  • Demonstrated ability to communicate effectively in English, Arabic and Kurdish both verbally and in writing

Preferred Qualification

  • At least 3 years of experience working in similar role with NGOs and donors, such as EC, ECHO, DFID, OFDA, DFATD, BMZ, GFO and UN agencies 
  • Professional accounting designation
  •  Master’s Degree in business administration, accounting or finance
  • Excellent English communication skills
  • Fluency in Arabic and Kurdish
  • Demonstrated ability to support a grants management system, maintaining a high attention to detail
  • Demonstrated ability to produce high quality and analytical written work in English.
  • Experience in editing written work in English is also ideal
  • Experience in grants, reporting, and programme development
  • Self-motivated, target-driven and an entrepreneurial approach
  • A team player with highly developed interpersonal, influencing and relationship skills
  • Ability and willingness to frequently travel to Oxfam field offices across Iraq
  • Ability to manage her/his time effectively; able to adapt priorities to respond to changing demands.
