GLOBAL OBJECTIVE OF THE POSITION:

 

Under the line management of the Survey & Community Liaison Planning Manager (SCLPM), the CLO is responsible for assisting the Chief of Operations and the regional TFM in coordinating the information gathering process to assist with the planning of further survey and clearance activities. The NTS component of the project involves identifying and recording of potential Suspect Hazardous Areas (SHAs) and liaising with the Risk Education team for the provision to persons at risk on the dangers of Explosive Hazards who are living and working close to the SHA. In addition the CLO may interact with the RE Project Manager to ensure that proper RE sessions are planned and conducted.

 

RESPONSIBILITIES AND TASKS DECRIPTION

 

  1. Community Liaison Officer tasks
  • To gather and collate accurate and comprehensive information that provides the basis for operational planning by the SCLPM and the Chief of Ops.
  • To establish and maintain positive relationships with local military, police and civil authorities including key community members in order to facilitate the implementation of efficient and effective HI responses and operations.
  • To assist the TFM with quality control on documentation and reports.
  • To assist the TFM with translation at meetings with the local authorities.
  • To assist with the preparation of maps and other reports regarding SHA and CHA.
  • Assist with the coordination of operational requirements and planning in conjunction with the SCLPM and Survey Team Leaders.

 

  1. General Duties and other tasks
  • Demonstrate motivation at work.
  • Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities.
  • Remain flexible in the approach to special situations or demands from the management team.
  • Liaising with the Technical Field Manager and the PM RE to identify additional RE requirements if necessary.
  • Visit locations as part of a wider strategy to gather information regarding contamination as part of the pre-planning stage to all operations.
  • Accurately collate this information and compile reports with maps, photographs and additional details as deemed necessary.
  • Maintain a close relationship the communities including village leaders, local authorities, government bodies, police and military as required.
  • Complete assessments and baseline surveys. Liaise with the Survey Team Leader and the SCLPM regarding results and discuss possible future improvements.
  • As a part of the information gathering process ensure that details of injuries and deaths are collected for every area the HI teams work.
  • Highlight to the SCLPM the need for any additional action in the area of operations including Victims Assistance and RE.
  • Check quality of all information/maps before leaving the field and before passing to the Team Leader / Technical Field Manager.
  • Assist in information management as required.
  • Liaise with the Team Leader / Technical Field Manager regarding CLO resource needs.
  • Manage available time in the community to insure sufficient and comprehensive information has been gathered and distributed.
  • Tally information from different sources and use their initiative and good judgment.
  • Disseminate safety information if necessary to all locals especially those living in the vicinity of hazardous areas.
  • Provide appropriate maps & diagrams etc. related to target locations.
  • Document all referrals to other HI activities.
  • Feedback to the Team Leader and SCLPM on the progress of activities.
  • Any other duties requested by the SCLPM.
  • The CLO will comply with HI SOPs.

 

 

Note that The Multi Task Team Leader will be requested to remain very flexible, to respond to additional tasks or changes as identified by his line manager.

 

TIME SCHEDULE

 

The working hours are the following:

 

Sunday till Thursday, from 8.00 AM to 4:30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Education and Experience

 

  • A bachelor degree or equivalent with minimum 3 years of relevant working experience is required.
  • Experience in the usage of computers and office software packages (MS Office and/or newer versions) and in handling of web ¬based management systems is desired.
  • Experience in mapping and GIS software is essential.
  • Experience in report writing is required.
  • Demonstrated experience in coordinating tasks in timely manner is desirable.
  • Experience in Mine Action Operations (Clearance or Survey) is desirable.

 

Languages

  • Fluency in the local languages (speaking, reading and writing) is required.
  • Very good working knowledge of English (intermediate in speaking, reading and writing) is an advantage.

 

Skills

  • Understand the requirements of handling confidential and sensitive information.
  • Able to work in a team and independently with minimum supervision.
  • Able to demonstrate commitment to high professional ethical standards and humanitarian values.
  • Able to demonstrate total neutrality in all official duties when representing HI in the field.
  • Clean Driving Licence (Handicap International will require the driver to undertake an internal test) is an advantage.
  • Computer Literacy essential.
  • Competent to write and express self fluently in local languages in assigned areas (including report writing & communications with authorities).
  • Capacity to complete data collection forms in English.
