Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 Action Against Hunger is looking for a Security Assistant based in its office in Basra/Baghdad.

Work place: Basra with frequent visits to ACF areas of interventions.

Type of contract: Initially 6 months Fixed-Term contract with the possibility of extension.

Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

 Monthly Basic Salary:  Action Against Hunger provide competitive salary according to ACF salary grid.

 Purpose of the position

  • Support the Access & Security Coordinator and Field Coordinator with security tracking of movements
  • Act as a focal point for the exchange of information between field program teams and Filed/ Access & Security Coordinator
  • Ensures Security Incidents Follow up
  • Support Security & Liaison Officer with the filing of liaison related documents
  • Act as a back-up of the Security & Liaison officer as needed
  • Supervising the guards who are under he/ she responsibility as in base level

 Specific Objectives:

 

Under the supervision and responsibility of the Field Coordinator

Objective/Assignment 1: Ensure daily tracking of all field team movements

Responsibilities and Tasks:

Ø  Tracks all movements to all areas: receives phone calls/SMS as per LSOPs, reports immediately any leap in communication from field teams

Ø  Reports to Filed/Access & Security Coordinator any concerns with regards to movements security procedures breach by field teams

 

Objective/Assignment 2: Act as a focal point for the exchange of information between field program teams and Logistics/Coordination/Security & Liaison Officer

Responsibilities and Tasks:

Ø  Under the supervision of the FC/Access & Security Coordinator, informs field teams of any reported information on security incidents that could impact them

Ø  Reports back to FC/Access & Security Coordinator any information coming from the teams on suspected security concerns/security incidents

Ø  Actively collects and shares security-related information with the FC/Access & Security Coordinator

Ø  Develops a network at the sub-base level for security information collection and verification

Ø  Liaises with the Fleet Officer/Logs department in the event of a minor road accident/car mechanical failure and informs the FC/Access & Security Coordinator

Ø  In case of field evacuation, provides support to Access & Security Coordinator and Field Co in channelling information and decisions to field teams

Ø  Attend the regular security meetings that take place in ACF intervention areas by the UN, Security INGOs, Security authorities, etc.

 

Objective/Assignment 3: Ensures Security Incidents Follow up

Responsibilities and Tasks:

Ø  In the event of a security incident involving one ACF field team, and following management of the incident, liaise with the program team to prepare the security incident report to be submitted to Security & Liaison Officer for review and approval of the Field Co

Ø  Under the supervision of the Access & Security Coordinator, updates the online map of security incidents as reported by INSO and field teams

Ø  Once Security Incidents Reports are approved, update Security Incident Database to be placed on the base server and file Security Incidents Reports

 

Objective/Assignment 4: Support  Field Coordinator in preparing/filing Liaison related documents

Responsibilities and Tasks:

Ø  As requested by Access & Security Coordinator, prepares requests for access letters amendments and renewal by collecting relevant information from different departments (Logs/HR/Progs)

Ø  Ensures that all approved access letters and amendments are properly filed on the base server

Ø  Supports the Access & Security Coordinator in keeping up to date information on organization and expats’ related access documents

Ø  As requested and required, prepares various request letters related to international staff and organization’s regularization

 

Objective/Assignment 5: Assist in the proper management of the Security Guard team

Responsibilities and Tasks:

Ø  Supervise the security guards team to ensure the smooth running of their activities, as delegated by the Line Manager

Ø  Prepare monthly security guards’ schedules, and update them as necessary according to changing requirements, under the supervision of the Line Manager

Ø  Identify reliable candidates for daily workers to cover gaps in Security Guard coverage

Ø  Ensure proper and timely submission to the Line Manager of relevant documents according to HR procedures and policies (leave requests, compensation requests, etc.)

Ø  Report on any equipment or other needs of the Security Guard team

Ø  Collect information from the security guards on the security situation/context and convey it to relevant staff (LOG Officer, LOG Manager, Access & Security Coordinator, and Field Coordinator).

 Ø  Ensure immediate reporting of any serious security issues to the Field Coordinator or LOG Manager

 

Qualifications & Preferred Skills

Qualification/Degree:

BACHELOR’S DEGREE or equivalent Level Qualification in Risk Management and/or International Studies and/or Political Sciences and/or Journalism or equivalent.

Professional Experience

Minimum Experience in context and data analysis, report writing, movement tracking.  As well a good insight/understanding of the dynamics of local authorities and security issues.

General Skills

 

Rigour, reliability, trustworthiness, high sense of professionalism, sense of responsibility/confidentiality, good written communication skills/ability to interact with Log and Program departments, ability to follow instructions and procedures strictly.

Good analytical skills, ability to sort and summarize oral information from various sources.

Technical Skills

Very Good knowledge of Authorities and General Official Administration procedures and processes.

Very Good communication skills

Very Good Translation Skills (English, Arabic)

Very Good Written Reporting skills

Managerial Skills

(if applicable)

Able to supervise, carry out administrative tasks, plan activities & set priorities Organization and Scheduling of guard shifts (Guards management).

Language Skills

English: Mandatory  (good speaking, reading and writing: working knowledge)

Arabic: Mandatory (reading/writing/speaking)

IT Skills

Good computer knowledge : Word, Excel, and Power point
