Context/Reporting line:

As the Government of Iraq (GOI) moves forward with camp closure and consolidation, there is an urgent need to address barriers to safe and dignified return of IDPs. Families who face complex barriers to return, including those with perceived affiliation to the Islamic State of Iraq and the Levant (ISIL), require tailored support that can help them to address complex return and reintegration challenges, including stigmatization, systematic lack of access to civil documentation, rejection by communities in areas of origin, risk of retributive attacks, and, in some cases, banishment from communities or tribes.

IOM’s Community Stabilization Unit (CSU) is responding to these complex challenges with a range of support to IDPs and returned IDPs, including legal assistance, protection services, MHPSS, social cohesion, and community engagement, alongside other assistance provided by IOM related to facilitating return movements and reintegration. As part of its return and reintegration programming, CSU is looking to expand its engagement with the Tribal Directorate in order to explore how tribal mechanisms may contribute to a safe and dignified return process. In recent years, tribal mechanisms have increasingly been used to facilitate complex returns due in part to the lack of alternative solutions and also to the cultural context established in Iraqi society where it is customary for the tribe to protect women, children, and the elderly. By engaging with the Tribal Directorate at provincial level, IOM aims to identify individualized solutions that may help to facilitate voluntary and sustainable return, respecting the principles of do no harm, conflict sensitivity, and general protection principles.

Under the general guidance of the Head, Community Stabilization Unit, the overall supervision of the Programme Coordinator and the direct and administrative supervision of the Head of Sub Office (HoSO), the successful candidate will be responsible to manage IOM’s programming as it relates to individual cases and coordination with the Tribal Directorate in Jeddah camp.

Core Functions / Responsibilities
  1. In coordination with Camp Management and Protection Partners, identify families with social cohesion barriers to return. This includes but not limited to (a) updating specific sub-district level details of those IDPs (b) Prepare written reports in Arabic to be shared with Tribal Affairs Directorate on the district level location of IDPs with social cohesion barriers to return (exclusive of AoO and no further personal or biometric data to be shared without protection team approval).

  2. Proactively coordinate with the tribal affairs directorate on the action plan, including direct coordination with the tribal affairs committee members and ensure camp management approval of committee’s planned activities in Jedda’h IDP camp.

  3. Liaise with protection team, protection partner, camp management and directorate of tribal affairs to organize meetings in Jeddah between Tribal affairs committee members and IDPs of concern. Ensuring access permit facilitation for members of the committee to Jedd’ah and the presence of protection partner during those meetings.

  4. Provide admin and financial compliance support for the tribal affairs committee members, including the facilitation of transportation, phone credit allowance. etc.

  5. Conduct regular visits to the areas of IDPs origin (If the work requires it and supervisors) in order to attend some meetings of the tribal committee with local officials in the areas of origin of the displaced and collect copies of tribal agreement/arrangement details.

  6. Ensure adequate systems are followed to maintain strict confidentiality.

  7. Assist the program officers in the overall management of the program in the Governorate, including administrative issues, financial, coordination, and project development functions.

  8. Perform such other duties as may be assigned by the direct supervisor.

Qualifications & Preferred Skills

Education:

Bachelor’s degree in Political Science, Education or Social Sciences from an accredited academic

university or Institute.

Experience and Skills:

At least 3 years of professional experience in similar context, preferably in a camp setting.

Experience in leading in cooperation and coordination with government actors, security actors,

community leaders, and/or other relevant stakeholders.

Experience with social cohesion, peacebuilding, and/or reconciliation related programming.

Familiarity with tribal structures and mechanisms in Iraq [desirable].

Experience with case management [desirable].

Experience with protection programming and principles [desirable].

Experience in communicating and working with a wide range of people including people of culturally

diverse backgrounds.

Languages:

Fluency in English and Arabic is required.

Knowledge of other relevant languages is an asset.
