DESCRIPTION OF THE ASSIGNMENT

Service contract to support implementation of all required activities for 126 dialogue meetings in 14 districts in Iraq outside of Kurdistan Region and Kirkuk Province. This work will be shared with 13 other notetakers.

BACKGROUND

A need was identified to engage civil society in the local development projects, enabling them to prioritize their needs and having their voice heard by local governments as they develop local development plans.

As part of this overall plan, the Institute on Governance is tasked with the following:

  • Work with the national partners to conduct a survey in 14 selected districts to provide actual information on the numbers, needs, and representations of three marginalized groups (women, youth, and people with special needs).
  • Conduct dialogue meetings for selected representatives of the three groups with the relevant local authorities in the 14 selected districts.
  • Analyze the results of the meetings based on the collected minutes of meetings and identify the lessons learned and challenges each group faces.

 

OBJECTIVE

The project aims at implementation of a field survey to analyze the needs and representation of three vulnerable groups (women, youth, and people with special needs) in 14 selected districts in 14 different Iraqi governorates (excluding KRI and Kirkuk). Based on the results, dialogue meeting will be organized between the representatives of each group with their local authorities in all 14 districts (126 dialogue meetings) to increase the participation of women, youth, and people with special needs in the local development process.

The objective of the assignment is to provide support to the International Expert, Project Manager and Project Facilitator through documenting the discussions between different stakeholders during pre-meetings and dialogue meeting in each of the 14 districts and produce minutes of meetings in Arabic and/or English language. This will include coordination with other team members and national counterparts, as required.

 

SCOPE OF WORK

This work requires 14 Notetakers, one Notetaker in each of the 14 districts. Each Notetaker shall be working up to 3 days for each round of pre-meeting and dialogue meeting. Hence, a total of up to 9 days for three rounds of dialogue meetings.

The Notetaker is required to take clear and accurate notes during the pre-meetings and dialogue meetings, compile and submit those notes afterwards to the Project Facilitator. Specific tasks will be as follows:

  • Attend the pre-meetings and dialogue meetings in targeted district(s) as guided by the Project Facilitator;
  • Take notes of the discussion during the meetings and ensure that all the key issues and/or action points are well captured and documented. This includes but not limited to providing an overview of the meeting’s management, start/end timing, number of attendees and any other relevant details;
  • Ensure that the notes are clear and comprehensive. This requires fast and accurate typing, legible handwriting, accurate spelling and the ability to extract all relevant information from;
  • Compile and submit the notes electronically in Arabic and/or English language as appropriate within 48 hours, in an agreed format that meet the Project’s needs;
  • Ensure that the minutes includes a good summary of the discussions, the key points made by each participant and a listing of the next steps/action items;
  • Keep a track record of finalized minutes of meetings and provide inputs for reporting purposes as required;
  • Work in a professional, helpful and flexible manner, maintaining confidentiality at all times;
  • Provide any other necessary support for the project’s activities as required.

 

COMPENSATION

 

Compensation is based on a normal working day in Iraq according to local practice of 8 hours days. The rate is US $ 60.00 to US $ 85.00 per day, based on the qualification and experience which is inclusive of an allowance for costs related to use of personal car, local transportation, internet, phone and computer. Salary is for a maximum of up to 9 working days from May 16, 2021 to October 31, 2021.

Timesheets shall be submitted and duly signed by the Consultant. Timesheets shall indicate the nature of the work, linked to the task identified of the Project and the number of hours worked per day.

 

TRAVEL/TRANSPORTATION

The daily compensation rate covers the allowance for costs related to use of personal car and local transportation within the province/districy. Ground transportation in Iraq between provinces for work related activities will be incurred by the hired Driver when appropriate (and directly paid by IOG). If other service providers are used, the consultant needs to maintain and submit receipts as part of his/her invoice.

Qualifications & Preferred Skills

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • Having a Bachelor’s degree is essential;
  • Having thorough understanding and experience of taking note during discussions;
  • Strong documentation skills with previous experience in discussion-based events;
  • Ability to produce well-written notes, in reader-friendly format, demonstrating excellent analytical and communication skills in Arabic and/or English languages;
  • Ability to take notes using a computer directly during the meetings would be an asset;
  • Excellent command of Arabic (written / spoken). English would be an asset;
  • Sound experience working on civil society, local development, democracy or/and governance related issues would be an asset;
  • Excellent interpersonal skills and ability to work in a team environment.
