Description

Context:

Under the overall supervision of the Head of the Protection Division, and the direct supervision of the Protection Coordinator, the successful candidate will be responsible for overseeing all aspects of protection activities in Iraq by ensuring protection mainstreaming and the centrality of protection across IOM programmes.

Core Functions / Responsibilities

  • Support the Protection Coordinator in development, and implementation of protection activities for displaced populations, including the thematic areas of facilitated returns and durable solutions, gender-based violence, and protection mainstreaming.
  • Coordinate the work of national staff in the Protection Division in areas of competence by supporting the Protection Coordinator
  • Contribute to the development of protection strategies for displaced populations in and out of camps, including in the context of return and reintegration, prevention of and response to gender-based violence and sexual exploitation and abuse, issues concerning documentation and movement restrictions.
  • Actively contribute to strengthening referral systems and networks. Support in overseeing the protection case-management activities and when required, coordination of response to individual cases of concern.
  • Collaborate with other IOM Divisions on joint programming and coordinated activities in and outside of camp settings and in areas of return and relocation.
  • Support mainstreaming of protection throughout programme activities, including camp coordination and camp management, shelter/Non-Food Item (NFI), return and recovery. Support the mainstreaming of protection into IOM assessments.
  • Support coordination of protection monitoring activities and the development of advocacy messages on protection for displaced populations, including returnees, victims of trafficking, survivors of gender-based violence (GBV) and other relevant individuals or groups.
  • Support the Protection Coordinator in liaison and coordination with Government and non-Government stakeholders by advising on relevant thematic in respective areas of competence for development of strategies to support the ongoing and new protection activities of IOM across Iraq.
  • Assess the training needs on protection issues and capacity building among IOM field staff, implementing partners and other stakeholders, and provide training, as necessary.
  • Participate and engage actively in protection-focused seminars and other relevant meetings, as required.
  • Assist in drafting reports covering protection related activities; prepare briefing, statistical/narrative reports and background notes including specific information requested by IOM, Governments, and other entities.
  • Perform such other duties as may be assigned.

Performance indicators for the evaluation of results/Outputs (with realistic delivery dates)

By the end of the consultancy period,

  • Number of project proposal or concept note developed : 1 (January 2023)
  • Number of project reporting supported: 3 ( February 2023)
  • Number of training on protection topic conducted: 3 (January 2023)

 

Qualifications & Preferred Skills

 

Education & Experience

Education

  • Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies Psychology and Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in humanitarian affairs, emergency preparedness, protection and human rights;
  • Experience in providing direct assistance to vulnerable individuals;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as in Iraq is an asset; and,
  • Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees, IDPs and migrants.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.

Languages

  • Fluency in English language is required.
  • Working knowledge in Arabic language is an advantage.

IOM has a policy of zero tolerance of sexual exploitation and abuse (SEA) by IOM staff members and the employees or any other persons engaged and controlled by IOM Contractors. The staff members and all contract type holders shall protect against and prevent sexual exploitation and abuse (PSEA)
